Decentralization Process
In 1988 Management Audit Bureau of Ministry of Finance recommended the process of decentralization of the health services.
Based on WHO/AFRO District Health Systems - 5 Health Regions were set up

Management Five Health Regions
A Regional Health Director is overall in charge of a health region
A Regional Public Health Superintendent is responsible for Primary Health Care Services in the region
Each region has a Health Advisory Board comprising of different stakeholders and members of the community
Policy formulation rests with Headquarters
