1.MDM Scheme in Gujarat
Gujarat introduced MDM scheme in 1984 and is pioneer state in providing
hot cooked meals.
At present 30,522 MDM Centers are functional.
Approximately 41.73 Lac children taking MDM benefit.
Approximately 88,931 Cook cum Helpers working for the scheme.
Total budget for 2011-12 is Rs. 557.49 crores (Central Share Rs. 382.49
crores and State Share Rs. 175.00 crores).
Total budget proposed for 2012-13 is Rs. 608.62 Crores (Central Share Rs.
408.62 Crores and State Share Rs. 200.00 Crores).

7. NGO Participation in MDM Scheme
The State Government has initiated participation of NGOs in MDM
covering 2,850 Centers and 3.79 lakhs children in the State.
Akshyapatra Foundation, Stri Shakti and Nayak Foundation, which
have partnered with the Government in successfull implementation
of the MDM in the State.
“Stree Shakti” covers eastern part of Ahmedabad Municipal
Corporation and three talukas of Valsad district.
“Akshay patra” covers three talukas of Gandhinagar and western
part of Ahmedabad Municipal Corporation and Vadodara city and
some rural area of vadodara district.
“Nayak Foundation” Covers Navasari District in the State of Gujarat.

8. Monitoring & Evaluation Study Report
“Evaluation of Mid–Day Meal (MDM) Scheme in Western
Region in Gujarat” District of Amreli, Bhavanagar, Jamnagar,
Junagadh, Kutchh, Porbandar and Rajkot has been completed
in March-2011 by Sanguine Management Service Pvt. Ltd.
Ahmadabad.
Sardar Patel Institution of Economics and Social Research has
conducted the evaluation study in Districts of Bhavnagar,
Ahmadabad and Patan for the period 1st April, 2011 to 30th
September, 2011
The Maharaja Sayajirao University of Baroda has conducted
the evaluation study in Districts of Dahod, Junagadh,
Panchmahals and Rajkot for the period 1st April, 2011 to 30th
September, 2011

Sanguine Management Services Pvt. Ltd.
Summary of its findings:In the study area the MDM scheme is being implemented and managed
effectively and efficiently (high rate (91%) of MDM days, 96% achievement in
serving adequate quantity of food and high rate of community satisfaction) and
progressing towards achieving its objectives. However, some areas of
improvement have been identified that include infrastructure, hygiene and
cleanliness, storage facility, quality, quantity of raw materials and cooked food
being served. Total 650 center has been covered under 25 Talukas with 7
Districts in the State.
Major Recommendations:1) Centralized Kitchen- As it is practiced in the state of Karnataka, wherever
possible, hi-tech centralized kitchen may be introduced.
2) Increase Financial provision- Considering the increase in price index and cost of
fuel, it is recommend that proportional increase in the financial allocation for
per day per child may be considered.
3) The rechristening of MDM as “Suruchi Bhojan” would help shun the perception
of MDM as the food of only poor children.

Sardar Patel Institution of Economics and Social Research
Summary of its findings:In all the 118 schools in three district visited by MI, hot cooked food was served. MI
found that more than 82% children had attended the school on the visit day. More
than Seventy two percent children availed the MDM. The MI did not find any gender,
caste, community discrimination in cooking, serving and sitting arrangement. Boys
and girls used to sit in separate rows while the MDM is served in majority of the
visited schools. ‘Bal Bhog’, a nutritional supplement, is given to the children
periodically. The quality of cooked food was found to be good in all schools.
Major Recommendations:1) Strict monitoring of MDM stocks at both block and district level is suggested.
2) Majority of the teachers and principals with few exceptions are not aware of the
details like how much quantity is used, stock verification etc. Topics related to MDM
can be included as a part of the training curriculum for the teachers.
3) Provision of MDM dishes should be considered for all school children that can help
for more children to avail MDM consumption.

Maharaja Sayajirao University of Baroda
Summary of its findings:The MDM was prepared and was served on time in all the schools on all
days of visit. MI Found that The quality of MDM was good and they
prepared as per the menu displayed in School. As reported by teachers
nutri candy was given in most of the schools. In all Schools the pucca
kitchen shed was available and in use.
Major Recommendations:1) MDM In-Charge should be recruited by the school authorities.
2) Readymade food should be provided in case if cook is not available.
3) Records should be maintained properly.
4) Remuneration of MDM staff should be raised.

9. Tithi Bhojan
Participation of public in the scheme through the
concept of “Tithi Bhojan”. The Villagers sponsor
the food, Fruits with sweets for children on
various occasions and provide utensil for MDM
centers.
A total 21,721 number of days and 97.65 lacs
children participated in the event and enjoyed
variety of dishes during the feast under MDM
Scheme. No additional expenditure booked.

10. Issues to be Considered
Transport subsidy is being provided at the rate of Rs. 75
per Qtl. since 2006. It should be increased at least to Rs
150 per Qtl. taking into account the hike in diesel prices
and other related transportation items.
Cooking cost is very low so we are not able to provide
vegetables.
Remuneration of MDM staff should be raised.
