This role of this card is to provide the necessary CODEC conversion
when calling over IP via TDM.
i.e. The DSP allows a TDM call (DLC, LCOT, BRI etc) to be routed
over IP.
It is the DSP which converts TDM <-> IP(G711, G729 etc)
If you want to use the VoIP features, you need to install DSP4,
DSP16 or DSP64.
