Message from the President

Prof. KS Leung

Dear fellows and Orthopaedic Trainees, First of all, may I wish you all a very healthy and fruitful year in 2003 and the year of Goat.

With the new council in office, I would like to take this opportunity to high light the major tasks we are going to achieve in the coming two years. This is not meant to be exclusive and we would appreciate very much your feedback and suggestions.

Organising and improving training and education programs remain as the one of the major tasks. To continue with the on-going program, more research and analysis are needed to support and guide changes and modifications. In this aspect, I would like to plead here for the assistance and suggestions from all trainers and trainees for their feedbacks.

The fact that the decrease in the intake of trainees in the coming years also leads us to consider some adjustments in the educational program. The new council will start to organise more structured education program for our fellows. These include refresher courses, training the trainers courses and appraisal courses.

Exit exam 2002

The 2002 exit examination was attended by 26 candidates including 4 from Singapore.

19 candidates passed including 3 from Singapore. Successful candidate from Hong Kong will be awarded fellow from both Colleges (HKCOS and RCSE), and candidates from Singapore awarded fellow from RCSE. Congratulations to the new fellows, who will be nominated to the HKAM and will be formally admitted in our next AGM.

This year the exit examination will be held concurrently in Hong Kong and Singapore end of November to early December 2003. The clinical examination will be held in TMH.

Amendment of constitution

The amendment of constitution is passed in the EGM 2002, for details please refer to the College homepage.

CME cycle

In view of all CME cycles for existing fellows of all Colleges of HKAM would start afresh from January 1, 2005, CME cycles starting within 3 years before that date would have to be counted on a pro-rata basis.

Please plan your CME activities accordingly. Your CME committee will also inform fellows by the end of each annual return.

Specialty development

Rehabilitation subspecialty has been endorsed by HKAM both in our College and Medicine.

In the previous retreats, members have discussed the pros and cons of specialization. At present, there are 2 areas which might warrant further discussion: spine and hand/microsurgery.

Please write to your council for your thoughts: other areas for specialization, rationale for specialization in spine/hand, in terms of training, service provision and research, international image of the discipline of orthopaedics, etc. How do we regard the overlap between us and neurosurgeons and plastic surgeons in the above 2 specialties?

International/China link

As a relative young college, we have a relatively efficient training program and structured examination which is well recognized. It might be prudent that we can influence mainland colleagues in their eagerness to go global. Your president Prof. K.S. Leung and Dr. S.H.

Yeung, our ex-president, will head the committee on these matters.

15th year anniversary

Your College is 15 years old since its foundation under Prof. Sir Harry Fang in 1988. The Council is considering publishing a booklet to commemorate this. It will surely need your support, especially from our senior members. Please share with us your precious photos.

We would like to collect records, brochures, souvenirs and other memorabilia. Your name will be recorded and these will be returned to you immediately after use. Please contact Miss Irene Yu for details.

Trainees’ column

Basic Surgical Trainee (BST) Higher Orthopaedic Trainee (HOT) After extensive discussions and consultations, it was decided that the College will limit the number of yearly HOT intake to 5 in 2005. It will be made known to all basic trainees admitted into the training program of ICBSC (intercollegiate board of surgical colleges) in 2003 that there will be selection process, including interview in 2005 after they have passed the MRCS examination before they can be admitted into the HOT program of our College.

From July 2003 onwards, the newly employed BSTs will NOT need to register with the HKCOS. They will be under the ICBSC, and HA will consider them as a general pool of trainees.

For these new Trainees (BST 2003), we will revise the Training points to make them more in line with what the general surgery or ENT will do, in particular with reference to the future system of CME points.

For current BSTs (BST 1999, 2000, 2001, 2002). They need to submit HKCOS Training Points when they are doing Orthopaedics. In other words, a so called "surgical" trainee doing Ortho as elective, will need to submit Training Points to HKCOS. Otherwise we may not certify his assessment form for the 6 months in orthopaedics. The number of training points will be 30 points for 6 months.

For orthopaedic trainees who are now doing electives in other departments, they DO NOT need to submit Training points for HKCOS for that period. (They are actually considered by ICBSC as under those other departments).

The dinner was attended by presidents from other college. Dr. K.T. Fu gave a lecture on “John Hunter and Orthopaedics” which is of interest not only to those who are interested in medical history but also to those who have interest in music. Dr. Fu has kindly given permission to post up his lecture in PowerPoint format in our college homepage.

Acknowledgement

The following fellows from our College has been nominated to be examiner in the coming MRCS examination: Prof. Chan Kai-ming Dr. Lau Pui-yau Dr. Lee Wai-keung Prof. Leung Ping-chung Dr. Mak Kan-hing Dr. Paul Tse Prof. John C. Y. Leong was elected President of SICOT 2002-2005. Fellows who are members of SICOT would know that it has been active in promoting orthopaedic education in the 3rd world. In relation to Hong Kong, the SICOT Triennial Congress 2008 will be hosted by this city. Let us wish a great success, not only for the Hong Kong SICOT, Beijing Olympics, but also for our economy! Prof. Leong would encourage everybody to join SCIOT.

The 2003 grant will be open for application from April 1, 2003.

The deadline for application is June 30, 2003.
