What is e-Government?

 E government has been defined as ‘the use of ICT to promote more efficient and effective government, facilitate more accessible government services, allow greater public access to information, and make government more accountable to citizens”.

The resulting outputs can be:  less corruption,  increased transparency,   greater convenience, revenue growth,  5/1/2020 cost reductions.

Why is e-Government Important?

 Support economic growth and poverty reduction, through improved access to ICTs.

 Ensure citizen centricity (also extended to include businesses) and service orientation (amidst changing level of expectations at par with private sector entities)  Strengthening tenets of good governance – efficient, transparent, accountable and inclusive  Expectations of Citizens changed –They expect the service from government as they get from private business  Generating information and knowledge in line with socio-economic dynamism 5/1/2020 5

public and increase employment through this means.

IT POLICY 2004 (Revised) Vision “By 2015, Nepal will have transformed itself into a knowledge based society by becoming fully capable of harnessing information and communication technologies and through this means, achieving the goals of good governance, poverty reeducation and social economic development.”

 

IT Policy 2004 again revised in 2007 (BS 2065) and is now in the process of Government approval Cyber Law (Electronic Transaction Act 2004) amended in 2006 (BS 2063)

 e-Government Master Plan (eGMP) Consulting Report prepared by HLCIT in cooperation with major government agencies: NITC, MoEST, MoIC, MoGA, MoF and with technical support from KIPA.
