preparedness grants ($$!)
The Goal
“Everyday communications systems used in the
community are likely to be overwhelmed in a mass
casualty incident. Backup and redundant systems need to
be developed, tested and drilled. A process and a system
to connect the collaborating partners - hospitals, local and
state public health, and local and state emergency
management, along with EMS and law enforcement
personnel - in real time, 24/7, becomes a real priority.”

circumstances. Grantees must be able to demonstrate two-way
communications capabilities for rapidly contacting and exchanging
information with key State (including territories or Freely Associated

simultaneous failure of primary electric power and
land-line telephone services.”

The HRSA and CDC Preparedness
Cooperative Agreements have required that
hospitals and health departments have
communications redundancy so that should
one system fail to function, there are other
technologies that can be implemented so as
to maintain comms among emergency
responders

Tier 4: Amateur (HAM) Radio
Most people think of HAM radio as a large
metal box with all kinds of glowing tubes
(that was yesteryear). Today a HAM radio
can be as small as a credit card.

redundant communications plan.
