BACKGROUND

• The development and investment in CFMA is being made against the background of a new era of political and civil stability in Angola.

• There is significant demand for maritime professionals within Sonangol as well as the oil and service companies based in Angola.

• CFMA will make a significant contribution to the promotion of the maritime infrastructure in Angola, leading to eventual accreditation on the ‘White List’ of internationally recognized Maritime Authorities with mutual recognition of Flag State Certification.

Oil Derivatives.

The grease and lubricants of the brand NGOL are produced and marketed by Sonangol

Air Transportation.

The core business of Sonair is to provide air transportation to the oil industry through a fleet of airplanes and helicopters. Sonair also offers international destinations to some countries in Africa and a direct passenger and cargo flight to Houston, Texas (Houston Express).

Academic Staffing

• In order to offer all the various maritime and English language programmes and courses it will be necessary to recruit professional maritime academics for CFMA • City of Glasgow College is proposing to provide maritime staff through various recruitment methods, such as advertisements in the international maritime press or by seconding teaching staff from either City of Glasgow College and/or its associated colleges in India (AMET/Tolani).

• CFMA Deputy Head of Center will be provided by City of Glasgow College in early years .

Non-Academic Staffing and Support Services

• All non-teaching staff at CFMA will be recruited locally within Angola from the outset. • These will include: Administrative staff Technicians Engineers Librarian • The centre will also require various support services – all outsourced locally. Estates staff Caretakers Security guards Catering Halls of residence staff 17

City of Glasgow College

• • • • City of Glasgow College is ideally equipped to further the acceptance of the CFMA curriculum by both the UK MCA and other administrations such as the South African Marine Safety Agency (SAMSA) .

On 1 st September 2010, GCNS was one of three colleges which merged to form City of Glasgow College which then assumed all the GCNS responsibilities with respect to the contract with CFMA.

City of Glasgow College has a particular focus on the maritime industry and is one of only three such colleges in the UK, and the only one in Scotland, offering the full range of short and mainstream marine courses.

City of Glasgow College has significant experience in the development of nautical curricula and has an excellent reputation for its academic provision, both in the UK and internationally. It has good working relationships with other professional/academic bodies in the maritime world. 18

Services to be provided by City of Glasgow College

Provide English training curriculum and staff.

Provision of the Deputy Head of Center (Academic/International) to CFMA.

Provision of two City of Glasgow College academic staff members to provide set-up support for academic and operational systems, staff training and development – year 1 only.

Academic internal and external verification and quality assurance systems.
