Personal Health Budgets
What is a personal health budget?
• It’s an amount of money to support a patients identified healthcare and wellbeing
needs, planned and agreed between the individual or individuals representative and
local NHS team.
• A care plan helps decide the patients health and wellbeing goals, together with the
local NHS team who will offer support and set out how the budget will be spent.

Key points:
• The patient should have more flexibility, choice and control over the healthcare and
support they receive.
• Individuals will not have to get healthcare in this way if they don’t want to.
• NHS and social care organisations should work in partnership with the patient and
with each other.
• If the patient isn’t able to have a personal health budget, they can still speak to the
local NHS team about how their needs can be met in another way, personal to them.

How is a personal health budget managed?
Once a care plan has been agreed, the money in a personal health budget can be
managed in three different ways:
• A notional budget: The NHS holds the money, and buys or provides the goods and
services patients have chosen.
• A third-party arrangement: An organisation legally independent of the patient and the
NHS holds the money on their behalf, and buys or provides the goods and services
chosen.
• A direct payment for health care: The money is transferred directly to the patient, and
they buy the goods and services agreed in their care plan.

Who is eligible?
Those who currently have continuing healthcare needs, and who are eligible for NHS
Continuing Healthcare, are eligible for a personal health budget. Eligibility is expected to
be rolled out to other categories of care and GPs will be able to offer personal health
budgets to patients who may benefit.

Benefits to patients:
• More flexible approach so that an individual care plan can be designed by the patient,
to best suit their needs.
• More choice to access care from a wider variety of providers or to receive nontraditional services outside the NHS.
• More involvement for patients in choosing suitable services for them.
• Provides an opportunity for GPs to support the self-care of patients.

Personal Health Budgets
Your role:
• Help patients weigh up the potential advantages and disadvantages of services a
personal health budget would bring.
• Signpost patients to different areas where they can find out more information,
including the Department of Health and NHS Choices.
• Provide information to the patient about the opportunities to work with voluntary
organisations, peer groups and brokers.
