To achieve increased mobility, lethality, and survivability, Army forces will have -- in real time -dominant situational awareness and networked weapons systems. Advanced automotive, engineering and systems technologies will enable Army forces to operate with a reduced logistics footprint and reachback for critical capabilities. Shinseki CSA 8 Unit of Action Deployment REHEARSAL ENROUTE AND MISSION PLANNING Alert Ports of Embarkation Marshall Move to POE Air Movement Sea Movement Entry Operations Decisive Operations CONUS SEALIFT Sustain Theater PREP O CINC Time AO UA TSC Ports of Debarkation • Minimal prep time required from alert to deploy • More deployable with reduced tonnage • Insert into austere theater through multiple unimproved entry points without relying on fixed ports and staging bases • UA deploys anywhere in the world in 96 hours after liftoff, a warfighting division on the ground in 120 hours, and five divisions in theater in 30 days • Operational maneuver from Strategic Distances • Deploy by air, ground or sea in support of early and forcible entry operations • Deploy for Immediate employment using vertical and horizontal maneuver without undergoing reception and staging BE DECISIVE EARLIER 9 Operational Maneuver from Strategic Distances Objective Force Concept • Objective Force deployments: • Use multiple unimproved entry points to overcome anti-access measures, achieve operational surprise or preemption, and conduct sequential and simultaneous joint operations distributed throughout the battlespace • Use multiple, parallel routes to increase force throughput and close gaps between decision, early entry forces and campaign forces • Rapidly deployable and tailored force capability packages to meet the JFC’s requirements for any contingency • Units capable of beginning operations immediately upon arrival (no RSOI) • Reduced logistics footprint means faster force closure • Objective Force units capable of conducting forcible entry against critical objectives at any point in the campaign to assure access and set conditions for decisive operations 10 Operational Maneuver from Strategic Distances Lessons Learned • Strategic lift capabilities require the use of improved APODs and SPODs, limiting access and creating patterns of operations that are easy to interdict • Deployment system not responsive to forward commander’s requirements: • Combatant Commanders presented with limited options since current strategic lift capabilities can deploy only light forces in a timely manner • Incorrect sequencing of force flow during deployment provides incorrect mix of forces and materiel at the time and place required • Requirement to optimize strategic lift space outweighs need for unit tactical integrity resulting in extended RSOI periods • Requirement to transload aircraft at an ISB creates intransit visibility problems for personnel and equipment flow and extends RSOI • Current force structure and lift capabilities provide limited ability to conduct operational maneuver (primarily dismounted forces) 11 Summary TODAY TOMORROW • Incremental build of combat power.
