NCLB Title II-A

The purpose of Title II Part A is to increase
the academic achievement of all students
by helping schools and districts improve
teacher and principal quality and ensure
that all teachers are “highly qualified.”
NCLB Title II-A


NCLB places a major emphasis upon
teacher quality as a factor in improving
student achievement—and schools
must describe their success in terms of
student achievement.
Each state, school system, and school
must set targets and report progress
toward meeting NCLB goals—including
Title II-A teacher quality goals.
Teacher Quality Goal

2002-2003 – All teachers hired after the first
day of the 2002-2003 school year and teaching
in a program supported by Title I funds must be
“highly qualified.”

2005-2006 – All other teachers teaching core
academic subjects must be “highly qualified” by
the end of the 2005-2006 academic year.

In-Field Assignments
The assignment of educators to positions for
which they have been prepared and certified (infield) is essential for providing the best possible
educational programs for the children and youth
of Georgia. It is the responsibility of the local
school system to assure that personnel assigned
to certificated positions hold appropriate Georgia
certification and are assigned only within the field
(subject area) and grade level associated with
the certificate held for each assignment during
the school day.
PSC Certification Rule 505-2-.26 effective July 1, 2004

Highly qualified requirements do not apply to
pre-K paraprofessionals unless position is

All Georgia paraprofessionals must hold a valid
state certificate issued by the GAPSC
Paraprofessionals
Paraprofessionals are highly qualified if:
 S/he has completed at least 60 semester
hours (2 years) at a GAPSC-approved
accredited institution of higher education
OR
 S/he has an associate’s (or higher) degree
OR
 S/he has completed the GAPSC-approved
paraprofessional qualification assessment


