Enhancement of Unit Cost

• • Common consensus over enhancement of unit cost of IAY Quantum of unit cost (ranged from Rs.60,000 to Rs.2 lakh)

Convergence with other Schemes

Building Technology for IAY

• • • • Quality of IAY house should be good (pucca) Material should be affordable and locally available.

Cost effective technology In some States, ‘Nirmiti Kendras’ (Building Centres) are playing a part in this.

Operationalising Awaassoft (MIS)

• • • • • Lack of dedicated manpower Lack of funds Training issues Inclusion of newly created districts Connectivity and electricity issues

Low offtake of DRI loans

• • • • Bankers conservative and hesitant to sanction Timelag between sanction and disbursement Lack of interest and awareness on part of beneficiaries A large number of IAY beneficiaries are defaulters. Hence, bankers hesitant.

Recommendations

• I. Enhancement of unit cost under IAY Unit cost needs to be enhanced (range from Rs.60,000 to Rs.2 lakh) • • • •

II. Convergence with TSC, MGNREGA, DWS, Rural Electricity, Rural CC Roads

Toilets should be integral part of IAY dwelling unit Cost of toilet should be a part of the total enhanced cost of IAY dwelling unit Toilets should be constructed at the very beginning of the IAY.

Construction of IAY dwelling unit should be deemed complete only when toilet is constructed

III.Building Technology for IAY

Locally available and affordable building technology materials be used Setting up of Repository of knowledge centres for providing information on cost effective building technology.

Need to train quality masons and provide funds for such training.

Operationalising Awaassoft (MIS)

Training issues (NIC training to block operatives in Bihar, SIRD training to DRDA Programme Officers and ADPs in Orissa) For each State Master trainers to be trained at Delhi NIC (range 10 MTs to 30 MTs each State) and then training at State level for Block level operatives Project Directors also need to be trained

V.Low offtake of DRI loans

Matters needs to be discussed at DLBC and SLBC on a regular basis Use innovations like “Bank Mitras” to increase sanction and disbursement of DRI.

Constitution of District level Coordination Committee under the Chairmanship of PD, DRDA – to coordinate convergence with schemes of other Departments
