Background Information on 32-726/32- 136
Eskom has embarked on a drive to create and sustain a world-class culture and
standardisation within Eskom Commercial Process regarding Safety, Health and
the Environment .
As part of Eskom’s Supplier Management System, it is now a requirement for all
suppliers who wish to undertake work for Eskom to undergo an occupational
safety, health and environment (SHE) evaluation process.
This process assists Eskom to determine whether suppliers take reasonably
practicable steps to apply safe systems of work; comply with the legislative and
Eskom-specific requirements and addresses SHE adequately.

• Level 1 documents/procedures that a Contractor/Supplier must
adhere to, (e.g. incident management , smoking policy, cardinal
rule/life saving rules procedure)

Supplier/Contractor Responsibilities
Principal Contractor Responsibilities
 Provide the contractor with the Clients (Eskom) SHE
specification
 Approve the contractors SHE Plan
 Appoint contractor in writing (CR 5(3)b)
 Submit the Notification of construction work to the
DOL (CR 3)
 Ensure the implementation of the SHE plan
 Conduct periodic audits (monthly audits)
 Stop work which posses a threat to the Health and
Safety of persons
 Good standing with COID
 Made provisions for the cost of health and Safety

Principal Contractor Responsibilities
 All persons are made aware of the hazards and
risks associated with their work and are fully
conversant with the precautionary measures to be
taken(sec 8).
 All statutory appointments have been completed,
16(2) and CR 6(1),6(2) & 6(6)
 All employees receive the induction training prior
to commencement of work.
 All employees are informed of their general duties
of employees at work (sec 14).
 Work is carried out under the supervision of a
competent person (CR .

Mandatory Agreement
Section 37(2) of the OHS Act 85 of 1993
• All contractors must sign the
agreement with Eskom/Client

/Eskom and the Principal Contractor
• By signing, both contractor and client
agree to comply with OHSACT and other
Eskom legal requirements
• Principal contractor must ensure subcontractor signs the agreement

Medical Surveillance Programme(32-282)
• The Medical Surveillance is a planned program of periodic medical
examinations which may include clinical examination, biological monitoring
(medical tests) of employees by an Occupational Health Nurse Practitioner
or by an Occupational Medical Practitioner
• Medical Surveillance is based on the occupational risk exposure of
employees.
• Employer’s are responsible for conducting fitness for duty assessment.
• Europ Assistance contract provides emergency services and evacuations

Incident Management (32-95)
• Report all accident to Eskom before the end of shift or within 24 hours.
• Conduct incident investigations within 7days and submit the report within
30 days.
• Ensure recommendations are implemented to prevent reoccurrence
• Follow all other requirements stated in the procedure

• It is the documented specification of all health and safety requirements
pertaining to the associated works on a construction site, so as to ensure
the health and safety of persons.
Health & Safety Plan
• A document which addresses hazards identified and includes safe work
procedure to mitigate, reduce or control the hazards identified.
Health & Safety File
• A file or permanent record form, containing the information required as
contemplated in the Construction Regulations.

Additional site rules at Power Stations & Other
Sites
• Make prior arrangements with the Eskom personnel, access permit, and
Induction.
• Arrive on time to attend Induction
• No high heels and skirts , unless attending meeting in the site office
• Adhere to speed limit
• The team to carry the updated Safety file with them at all times.
• Adhere to the all safety signs
• Comply with the smoking policy
• Reverse parking
• Remain under supervision of the responsible person
• No pets, family members, guns, camera or alcohol allowed.
• Declare laptops and cameras at the registration office and Eskom permit.
