Introduction
• CHF Scheme differs from other Districts as it requires
urban set up
• Since 2005, the CHSB and HFGC are in place
• 2004 – 2005 MoH organized various seminars on the
module for CHF Urban
• During 2005, the Council received a “TIKA” TIBA KWA
KADI module to implement CHF in urban areas

Modalities in Establishment of CHF urban
• With TGPSH support a technical meeting was conducted
to review urban CHF design.
• The TIKA module adapted some features from CHF,
which was accepted for implementation

5000 TSH p.a. (groups of 6, family of 6, 6 students)
Secondary Category:
20.000 TSH p.a. ( ordinary + fast track service)

Modalities in Establishment of CHF urban
Benefit Packages:
Ordinary Category:
- All services offered at public dispensaries and health
center level as per MoH Guidelines, including chronic
diseases + admission up to 3 day
Secondary Category:
- Ordinary services + fast track arrangements +
admission up to 7 days.
• Each member gets her/his own CHF ID Card

• The management organs meet quarterly
• Budget to run the meeting is allocated in
Comprehensive Council Health Plans
• Up to date, there are 50 registered CHF
members
• CHF Coordinator, being part of CHMT,
performs routine CHF supervision quarterly

• Ward Development committee identifies the
poor
sensitized community contributes for them
(gap will be filled by health department / CCHP)
• More and more sensitization campaigning
•Community leaders and the community in
general are showing solidarity concerning all
aspects of CHF

Innovative Approaches in TIKA Preparation
• Channel CHF awareness through big
organizations (i.e. OLAM, Trade unions + small
social economic groups (i.e. Women SACCOS)
 employees and members can join the
scheme.
• Invitation of business people, official leaders
and others who are in position to contribute to
raise CHF funds.
• Sensitization team agreed to have a meeting
with all councilors and be more sensitized on
pro poor program

Innovative Approaches in TIKA Preparation
• Use of community representatives, influential
people and drama groups to increase CHF
ownership.
• Contact market business people through their
organization (WABISOKO) to give them the
chance of joining the scheme.
• 2005/2006, CCHP has allocated 6,000,000 TSH
for the pro poor program.
• Newly raised funds will also be used to support
the pro poor program

• Some groups are still not reached for
sensitization due to inadequate funds
• Irregular drug flow through indent system by
MSD
• Many missing items at MSD Zonal stores

Envisaged Way Forward
• Establish a database of people with low income
(poor) in every ward.
• Reduce the problem of poor staff performance
the council has planned to conduct a course of
medical ethics every year.
• Committee for community services will visit all
health facilities quarterly to observe quality of
health services offered and set backs.
• As use of photographs in ID Cards is a problem
