Workforce is Shifting
“As the federal government continues to push for home
care services to keep patients out of more costly care
settings, a new analysis estimates that the country’s
direct-care workers providing hands-on long-term care
will outnumber healthcare facility workers by more
than two-to-one.”

for in-home and personal care related
services will increase as a result of the:
Aging population
Medical and technological advances
97% of states that responded to survey
reported “very serious or serious” direct care
workforce shortages. (2007 Nat’l Survey of
State Initiatives on the Direct Care Workforce,
2009)
The economy – also a factor
National Job Growth 2008-2018
Between 2008-2018, occupational categories Home
Health Aides (#2) and Personal and Home Care Aides
(#4), are among the fastest growing occupations
nationally.
Projected job growth for Home Health Aides and
Personal and Home Care Aides - approximately 1.7
million in 2008 to more than 2.5 million in 2018
Job Category: Nurse Aides, Orderlies, and Attendants
ranked #9 for largest projected growth with an expected
increase of 276,000 workers (18.7% increase) from
2008-2018

people age 60 and over
than those age 17 and

DHSR Nurse Aide Curriculum
Revisions
The curriculum used by most community
colleges and proprietary schools has
been revised and will be rolled out to
programs this fall.
DHSR will communicate changes to
Agnes and high school instructors will
follow her instructions. As always, high
schools follow DPI course content for
Nurse Aide.

NC 1 of 6 states selected
--3 year grant- Year 3 contingent upon fund availability
and satisfactory progress
Develop, pilot, evaluate, and implement a 4phase comprehensive training and competency
program for direct care workers
--Training and competency will focus primarily on direct
care workers in home and residential care settings
--Training will be delivered through community colleges
(CC) and high school (HS) allied health programs
PHCAST Components
Phase I-Job
readiness, Literacy/Numeracy, keyboarding and
realistic job previewing skills
Phase II-Non-nurse aide personal care task and soft skills
development
Phase III-Enhanced Nurse aide I curriculum
Phase IV-Advanced Nurse aide I clinical skills- Home Care
Nurse Aide Specialty *- the focus is on the home environment.
This phase will also includes Geriatric aide* and/or
Medication aide career path options for nurse aides in NC.
* - These courses are called Public Health Fundamentals (in
the high schools) and Fundamentals of Gerontology
Public Health Fundamentals
High Schools may offer the Home Care Aide (PHF)
course to high school students. Course will undergo
some revisions to better accommodate the learning
needs of the high school student.
--No required clinical
--Can accommodate more than 10 students
Fundamentals of Gerontology – can be also taught in
high school

To be listed on the NC Home Care Aide
Registry, an individual must:
Have a current listing as a Nurse Aide I
Complete the state-approved Home
Care Aide or Public Health
Fundamentals course

The very FIRST Home Care Aide listed
on the NC Nurse Aide Registry in
January 2012. This very first Home Care
Aide was a high school student
from Career Academy and Technical
School.
We currently have Home Care Aide
listings from both the Career Academy
and CD Owen.
NNAAP Skill Changes
The current candidate handbook is
dated June 2011.
Changes in skills will be announced in
the future.
NC is involved with the National Council
for State Boards of Nursing regarding
these changes.
Special Needs Students/ADA
NNAAP candidates may request ADA
accommodations with proper
documentation.
Accommodations should be similar to
those used in the classroom.
Skills will not be modified, but may be
accommodations may be made.
Do not assume! Early communication with
NACES is critical and help facilitate a
positive experience for the
student/candidate.

ADA Accommodations Criteria
1. Follow documentation currency guideline as noted below:
» Learning and Cognitive Disabilities < 5 years
» Attention-Deficit/Hyperactivity Disorder < 3 years
» Emotional/Psych/Psychiatric Disorder < 1 year
» Physical/Chronic Health Disability < 1 year
2. Include results from any diagnostic tests that were administered
3. Document the history of your condition and your past use of testing
accommodations
4. Include a clear diagnosis
5. Include evidence that you are substantially limited in a major life
activity, such as learning, seeing, hearing, or reading
6. Provide information on current functional limitations that are likely to
affect your ability to take the tests under standard conditions
7. Provide a specific rationale for each requested accommodation
8. Be printed on the evaluator’s letterhead
9. Be signed by the professional

In-Facility Registration Process
Frequently encountered issues
Candidates MUST register a minimum of 12 business days prior
to the test date, otherwise they will be scheduled at a Regional
Examination
Candidates register online before NACES receives
an INF approved list, resulting in candidates
being scheduled at a Regional Examination
Training Programs must email only one final list of approved
candidates no later than 12 business days prior to the exam date
and before candidates start registering online.
Candidates who register before the list is received by NACES
will be scheduled at a Regional Examination
Candidates who are not on the list will be scheduled at a
Regional Examination
Candidates who are on the In-Facility list but request to test
at a Regional Test Site will be scheduled at a Regional
Examination and will not be allowed to reschedule into the
INF test date
Training Programs are only able to remove candidates
from the original INF list but not add additional names to it
Candidates’ full names must be sent and spelled correctly on the
submitted list to ensure they are properly and accurately
scheduled
Incomplete INF approved lists are sent.
Candidates who are not on the list
request to test at INF
Training Programs trying to add candidates after
original list is submitted to NACES
NACES will not accept a second or
updated approved list
Candidates who are not on the original
approved list will be scheduled at a
Regional Examination
Candidates names on the approved list are
misspelled or incorrect (e.i. listed with nick
names, married or maiden name)
If candidates cannot be properly identified,
they may not be scheduled for INF testing
and sent to a Regional Test Site

Identification Requirements
Acceptable Identifications
Candidates are required to bring two (2) forms of current, not expired,
official signature-bearing identification to the test site
One MUST be an original U.S. government-issued Social
Security Card, signed and non-laminated
U.S Military I.D. can be used in lieu of SS card (if
not used as photo ID) if candidate is enlisted in
the Armed Services. Must have SSN and signature
on it
Sponsor or Dependent Military I.D. are NOT
acceptable
Second must be an official original signature-bearing
photo identification
Driver’s license
If DL is expired, candidate must present the
20 day temporary permit AND their expired
license
U.S. Government-issued Military I.D. (if not used in
lieu of Social Security Card)
State-issued identification card
Passport (U.S or foreign, non-expired)
Alien Registration card
Student I.D. (HS or College)

One Last Point to Consider
Nurse aides must obtain at least 8 hours of
qualified work experience prior to the end of
their first 24 months on the Registry (and from
that time on). Students who test as young
juniors may not be able to obtain this
experience prior in time to renew their listing.
