the Navy-Marine Corps Relief Society

programs and services available to them

Society’s assistance to Sailors, Marines and their families

deposited at the Bank of Hawaii. The NavyMarine Corps Relief Society office cannot

has been contacted, but will not have access to
how much each individual has donated.

Regulations)

Solicitation
Direct solicitation of monetary donations by official command
designated Key Persons is the primary fund raising plan.
Contacting Civilians – You can give civilians a donation form if they request
one, but they can only contribute via cash, check, or credit card.
Initiatives such as fun runs, bake sales, auctions, etc. are encouraged.
The legality of other fund raising initiatives depends upon the particular
facts and circumstances involved.
Please consult your command Legal Advisor/Staff Judge Advocate for
advice before undertaking a specific fundraising initiative.

Gambling
BE CAREFUL!!!
Joint Ethics Regulation 2-302 – Gambling is prohibited
while on duty or on federal property, except under limited
circumstances
Requires SECNAV approval
Only permission granted by regulation is for NMCRS
raffles--if permitted in the jurisdiction where the installation
is located

HAWAII LAW PROHIBITS
GAMBLING (HRS 712.1220)
This restriction applies to all DOD activities in Hawaii.
Under Hawaii law, gambling includes typical casino type
games, e.g. card games, dice games, roulette, drawings,
office pools (NFL, final four) etc., as well as bingo,
lotteries or raffles.
Bingo is authorized for MWR and with strict controls cannot be gambling.
Gambling
A lottery (or raffle) is:
Any scheme which the players pay something of value for chances
with winning chance being determined by a drawing or some other
random method, and winner(s) then receive something of value.
Something of value = any money, property, token, object or article
exchangeable for money or property, or any form of credit or
promise directly or indirectly contemplating transfer of money or
property or of any interest therein, or involving extension of a
service or entertainment.
Team Spirit Award
The Team Spirit Award recognizes special efforts by area commands
demonstrating command involvement, enthusiasm and commitment
in carrying out the Annual NMCRS Fund Drive.
Submit your command entry including a description of your special
event/s and efforts, command point of contact information, and a
narrative description of the event. Photos are also encouraged.
Your command’s involvement, enthusiasm and commitment are
living testimony that the Navy and Marine Corps really take care of
their own.
