During unprecedented growth in 2012-2013 base year
contact hours (of 20.4%) over the 2010-2011 biennium; no
funds were provided for that unprecedented enrollment
growth in community colleges.
BAT Formula Funds were decreased to two of the three two year
colleges approved to offer the BAT, one saw an increase.
Financial Aid –
◦ Texas Educational Opportunity Grant – increase of $61,600 (to $24,061,600)
◦ Texas Grant –loss of $55,462,176 (down to $559,537,824)
◦ B-on-Time –loss of $108,592,000 (down to $31,408,000)


 Caution – be very careful, check and re-check your nursing
graduation rates report before sending in to THECB.
 Many conditions and nuances attached, and must be followed to
receive funds, or not be penalized.
 Remaining appropriations available for graduation rates below
70%.




THECB Rider #40
ABE grants awarded to community colleges and public
technical institutions to increase participation in ABE.
THECB coordinates with TWC and TEA, to develop and
implement a coordinated plan to align ABE and postsecondary
education
Funds decreased by $6,000,000 from $10,000,000 to
$4,000,000.





HB 9 – relating to student success-based funding for public
institutions of higher education.
HB 33- measures to increase the affordability of textbooks used for
courses at public IHEs
HB 992- relating to excess undergraduate credit hours at public
IHEs. (6-drop – vetoed)
HB 3025 – measures to facilitate the timely completion of degrees by
students of public IHEs.
SB 945- authorizing a public junior college to award an associate
degree to a student enrolled in a 4-year public IHE who
previously attended the junior college.




SB 162-relating to developing a developmental education plan for
students entering public IHEs.
SB 639 – relating to tuition and fee exemptions at public IHEs for
certain military personnel, veterans, and dependents
residing in this state.
SB 1107-relating to the vaccination against bacterial meningitis of
first-time students at public and private or independent
IHEs.
SB 1226- ballot language for junior college district annexation
elections (must mention tax rate on ballot).

HB 992 – Castro
◦ Would have eliminated 6-course drop rule for
community college students who transfer to
university with 30 semester credit hours.

SB 1414- Codified in §51.976, Education
Code.
◦ Provides training and other requirements for “campus
program for minors.” the section defines a “campus
program for minors” as specifically excluding day camps as
defined by §141.002, Health and Safety Code –This section
defines a day camp as any camp that operates between
7am and 10pm for a period of four or more days, but may
not be offered more than 2 overnight days.


Brought to our attention by San Jacinto College. The emphasis
seems to be on requiring training for employees, students,
and volunteers working with summer camps or college
sponsored activities with minors relating to sensitivity to, and
prevention of, child molestation and sexual abuse.
Interpretation by General Counsel is the bill does not apply if
offering only day camp and not overnight camp, and students
do not “attend or temporarily reside at the camp” on an
overnight basis.


grade of “C” or higher; and the first 30 semester credit hours

◦ Transfer after successful completion of at least 15 SCH. (up to


HBHB 1244-Castro
◦ THECB prescribe a single standard, or set of standards, for each
assessment instrument designated to effectively measure student
readiness to perform freshman-level academic coursework.
◦ Student must have a range of developmental coursework or
instructional support from which to select.

HB 3025-Branch
◦ Requires students to file a degree plan after completing 45 hours
and creates a mechanism for the “reverse transfer,” allowing a
community college to award an associate degree to a former
student now enrolled in a four-year institution.




reduce institutional costs, and provide administrative
flexibility to IHEs.
SB 32 – Zaffirini; consolidates all tuition exemptions and
waivers into one chapter of the Texas Education Code; amend
statutory provisions governing tuition, fee exemptions, and
waivers respective to specific target populations in higher
education; clarifies which programs are optional or
mandatory, and reimbursed or unreimbursed.

