Clery Act: Background
• In 1986 Jeanne Clery (pictured), a freshman at
Lehigh University, was sexually assaulted and
murdered in her dorm room by another student.
• Lehigh University had failed to inform students of
the 38 on-campus violent crimes that occurred
during the previous three years

What Does the Clery Act Require?

What is a Campus Security Authority (CSA)?
• A campus official who has significant responsibility for
students and/or campus activities such that it makes it
more likely a student would report a crime to them.

How Does a CSA help CCS Comply with the
Clery Act?
• “Notify the Campus in a Timely Way of Crimes that
Threaten Security/Safety”
• “Support and Keep an up-to-date daily log of all
reported crimes”

What is Required of a CSA?
Report a potential crime whenever a victim or witness
calls it to your attention
1. Report those potential crimes reported to you “in
good faith”
2. Encourage crime victims and witnesses to report the
crime to law enforcement
3. Report it to your campus security office

What isn’t required of a CSA
• Determine if a crime did or did not happen
• Apprehend the alleged perpetrator.
• Convince a victim to contact law enforcement if they
choose not to.

 Homicide
 Sex Offenses
 Robbery
 Aggravated Assault
 Burglary
 Motor Vehicle Theft
 Arson
 Hate Crimes
 Drug crimes/campus violations
 Liquor crimes/campus violations
 Weapons crimes/campus violations

Where the Crime Took Place is Important
Three crime location categories for which crimes
must be reported/statistics collected:
1. On-campus buildings and/or property
2. Non-campus buildings and/or property
3. Public property

How you can help…
• When in doubt, report.
• Timely “warning”
– CSA must report Clery Act
reportable crimes promptly so,
if required, a “timely warning”
can be issued.
• Report directly to the Office of
Campus Safety.
