The Northern View:
Northern Monitoring for the Environment,
Security, and Sustainable Development
An Invitation …
The Northern View
Tom Hirose
April 2003
Objectives:
To introduce and/or raise the awareness of earth
observation utility in public sector entities
To create a service center for earth observation and other
data and analysis that meets the needs of those concerned
with northern policy issues
Methodology:
Identify potential end users with a responsibility
for “the North”
Determine the information needs
Provide demonstrative, EO-based service
Strategy:
The Northern View
Work with scientists, government scientists & experts, and
operational service providers
Where’s Our “North”?
The Northern View
“Northern regions” encompassing
the Arctic and Subarctic, the boreal zone
as well as all areas north (Cryosphere).
This is an area of + 53M km2.
Why The Northern View?
• Global significance
• Becoming more open due to technology and
changing climate
• Harsh but pristine and fragile
• Need for policy development
• Many international bodies
• Not sufficient commercial drivers to obtain the
information needed
The Northern View
Northern Issues (Sea Ice)
The Northern View
•
Global Warming – location, persistence, consistency
•
Risk from economic activity (O&G, Shipping)
•
Biodiversity (marine and mammals habitat)
•
Search and rescue (northern peoples)
•
Transportation (navigation and access)
•
Tourism
•
Traditional ways of life (northern peoples)

End Users: Northern Communities
Service Provider: CIS & Noetix
Future:
Engage INAC & others (funding)
Expand into Alaska
Work with Europeans/Russians for
expansion in their regions
Other Projects:
Nearshore Ice Complex
End Users: NRCan, GSCA
The Northern View
ICEBERG RISK & DETECTION
End Users: CNOPB, IIP
Service Provider: C-CORE
Future:
Statistical Analysis
Expand to other regions and users
The Northern View

RADARSAT Wide: March 20, 2003
Glacier Monitoring and Runoff Assessment
End Users: Norwegian Water & Energy Directorate
Service Provider: Stockholm University (Initially)
Future: Extend to Canada and other glaciated areas
The Northern View
ALSO OVER THE NEXT NINE MONTHS WE HOPE TO:
• Involve additional End Users and Service
providers (expand service portfolio(s))
• Engage CRYSYS, CLiC, IASC, & other science
bodies
• Include climate change issues
• Define a coupled R&D program
• Add new service portfolio(s)
The Northern View
• But to make it to Phase 2, we need “early
wins”!
Potential IICWG Participation
Provision of products and services
•Sea Ice Archive – critical for environmental
analysis
•Current Charts – seamless hemispheric ice charts
on a routine basis (multiple applications)
•Near-real time products – support
local/operational government needs
•Forecasts – for impact and adaptation (seasonal
and medium/long term)
Extend service portfolios to your part of the world
The Northern View
Introduce new service portfolios
An Example – Northern Aboriginals
Subsidence living is more than an issue of food.
• integral to personal, family, community spirit
• important for health (diet, fitness)
Ice Issues:
Retreat of ice pack increases costs (fuel and repairs)
Break-up of fast ice and slow freeze-up puts humans at
risk
Weaker ice (thickness) and edge location over
shallows required for walrus
Snow cover before rapid freeze increases human risk
The Northern View
Need information product(s) that better characterizes the
sea ice for marine habitat and hunting
Potential Benefits to IICWG
Promotion to policy sector will increase new
uses/markets for ice center products
Secure funding to support services (e.g. users want
the product, but cannot pay directly)
Collaborative r&D to transfer algorithms/techniques to
operational level
An opportunity to share data/costs (Northern View
have overlapping data needs)
