7th ANNUAL MEETING OF INFRASTRUCTURE CONSORTIUM FOR AFRICA AFRICAN STAKEHOLDERS CONSULTATIVE MEETING: KEY MESSAGES TO ICA++ Paris, France, 17 May 2011 AFRICAN STAKEHOLDERS KEY MESSAGES Recommendations to African stakeholders • • • • • Strong ownership; Enhanced coordination; Raising local financing; Capacity building strengthening; Streamlined institutional architecture; • Improved environment for private sector participation; AFRICAN STAKEHOLDERS KEY MESSAGES Recommendations to ICA members and Partners • Call to support African Stakeholders achieve the above recommendations; • Stakeholders support the ICA platform and France proposal to expand membership to G20; • Continue to include African Union Summits’ decisions into ICA Roadmap; • Support to increased mobilization of Private Sector financing. AFRICAN STAKEHOLDERS KEY MESSAGES • ICA STRATEGY OF INFRASTRUCTURE DEVELOPMENT SHOULD INTEGRATE AU DECISIONS (PROGRAMS, INSTITUTIONAL ARCHITECTURE,…); • Support the following programs under the Presidential Infrastructure Champion Initiative (PICI): Presidential Infrastructure Champion Initiative Programs 1. The Missing Link of the Trans Sahara Highway Project and the Optical Fibre Project along the same alignment - Algeria 2 The Kinshasa-Brazzaville Road Rail Bridge Project - The Republic of Congo 3 Water Management, River and Rail Transport Infrastructure projects - Egypt 4 The Nigeria- Algeria gas pipeline project Nigeria 5 ICT Broadband and Link to Fibre Optic Network into neighbouring states - Rwanda 6 Dakar-Ndjamena-Djibouti Rail and Road project - Senegal 7 The North South Corridor Rail and Road AFRICAN STAKEHOLDERS KEY MESSAGES • ICA CONSIDER LAUNCHING TWO TO THREE FLAGSHIP PROJECTS AFRICAN STAKEHOLDERS KEY MESSAGES RESOURCE MOBILIZATION FOR PROJECT PREPARATION AND IMPLEMENTATION (ENHANCED SUPPORT TO NEPAD-IPPF) AFRICAN STAKEHOLDERS KEY MESSAGES • NEED FOR AN INTEGRATED AND COHERENT APPROACH FOR ALL ICA PARTNERS. AFRICAN STAKEHOLDERS KEY MESSAGES Last but not least: The African Stakeholders are expecting a strong involvement of ICA Partners in the implementation of the PIDA priority action plan that will be soon delivered.
