IMO: Development of a broad strategic vision and
Implementation of an overall E-navigation Strategy
• enhance safety of navigation
• provide updated guidance and information related to safe
navigation
• using electronic navigational and communication
technologies already available
• improve existing routeing measures
• additional measures to improve hydrographic services

Framework, Legal Instruments
COLREG and SOLAS Convention
• SOLAS Chapter V; Safety of Navigation requirements
Principles relating to bridge design, design and
arrangement of navigational systems and equipment
and bridge procedures (reg.15)
Shipborne navigational systems and equipment (reg.19)
Ship‘s routeing and Ship reporting systems (reg. 10,11,12)
Nautical charts and nautical publications (reg. 27)
• COLREG; Steering and Sailing Rules
Every vessel shall use all available means (rule 7)

e-navigation is a new strategy concept of the IMO,
defined as:
„
…the harmonized collection, integration, exchange,
presentation and analysis of maritime information onboard
and ashore by electronic means to enhance berth to berth
navigation and related services, for safety and security
at sea
and protection of the marine environment “

INS provides the mariner with a task-oriented
presentation of navigation information.
• a single integrated system giving information on planning /
execution of voyages and assessment of navigation risk
• monitoring of data validity, plausibility and integrity
• alert management that is basis for bridge alert management ….
• INS is the most essential part of e-Navigation
•… the INS requirements can form the basis for the realization of an
e-navigation concept

user needs
Management
Onboard
• a single integrated system giving information on planning/execution of
voyages and assessment of navigation risk
• integration of own ship sensors and supporting information from ashore
• clear indication of risk and optimized support for decision making
• integration of navigation alerts within a ship alert management system
• uniform, consistent presentations and operation functionality
• application of ergonomic principles for bridge layout and HMI design
• data validity, plausibility and integrity, redundancy

activities with regard to INSalso adopted:
guidelines on the application of
SOLAS V/15 to INS, IBS and
bridge design
IMO decided to revise INS performance standards
adopted by
MSC 2007
Germany coordinated the IMO correspondence group tasked to
–
–
–
revise the INS performance standards
revise the IBS performance standards

INS performance standards
• purpose
of integrated navigation systems (INS) is to enhance the
safety of navigation by providing reliable information through
integrated and augmented functions
• aim
a task and situation dependent presentation of information
is based on a modular concept providing redundancy and fail safe
arrangements

INS navigational tasks
• An INS comprises navigational tasks such as
• route planning
• route monitoring
• collision avoidance
• navigation control data
• navigation status and data display
• alert management
October 2009
An INS is defined as a
composite navigation
system which performs at
least the tasks
•route monitoring and
• collision avoidance.

Modular Structure Concept
Module A – Requirements for integration of navigational information
– interfacing and data exchange
–
validity, plausibility, integrity monitoring
Module B – Task related requirements for INS
– specification of tasks
–
–
–
operational and functional requirements
human machine interface, incl. specification of task stations
back-up, redundancies, system failures, fallback arrangement
Module C – Requirements of the alert management
– priorities and categories, states of alerts, consistent presentation
–
–
central alert management HMI
interface requirements for alert related communication
Module D – Documentation requirements
