About TPCL
Toronto Premier Cricket League is an association formed by well-known softball
cricketers who are playing cricket for years. The passion for cricket and community
leadership brought fine people together to form and establish this association in a
very short term.
TPCL will be organizing softball cricket tournaments and league games in Twenty
20 format between twelve leading teams who were playing cricket in GTA for more
than ten years in other organized leagues.
TPCL is committed to provide a platform for all likeminded people to enjoy cricket
and socialize with each other and create a family atmosphere. We know this will get
better and bigger in coming years and will attract more teams and supporters from
our community.

Media Launch and Conference
TPCL has organized Media launch and a conference on March 3rd, 2013 at Queen Palace
banquet hall. The chief guests of this event were Hon. Miss. Rathika Sitsabesan M.P. and
Councilor Dr. Raymond Cho from ward 42. The event was full with many media friends
from our local community and young softball cricketers to support the launch.
Toronto Premier Cricket League – T20
Opening Ceremony
Toronto Premier Cricket League geared up to host their inaugural T-20 cricket league for
2013 at Charlottetown Park near Port Union and Lawrence. The opening ceremony was
started on May 19, 2013 at 10:30am. There were many distinguished guests from the
community and City of Toronto participated on this day to support our youth and the
game of cricket.
Also, the whole ceremony was live covered by our media sponsors TamilOne TV and
Vanakkam FM 105.9 Radio.
TPCL ALLSTAR FUNDRAISING TOURNAMENT in
association with TORONTO POLICE CRICKET CLUB for
SCARBOROUGH GRACE HOSPITAL
Percy Cummins Ground, Toronto – Toronto Premier Cricket League’s fundraising event
for Scarborough Hospital turned out to be huge success. Toronto Police Cricket Club,
TamilOne TV, VanakkamFM, volunteers, sponsors and TPCL members came together
for a good cause. With the support from all, TPCL was able to raise a grand total of
$3100. The event was filled with community leaders and Toronto police members.

TPCL started the event by showcasing talents of cricketers under the age of 14 from both
east and west. There were some extraordinary talents and passion for cricket hidden
inside the youths. The future of Canadian and TPCL cricket looks really healthy.
The hardball cricket game between Toronto Police Cricket Club and TPCL All Stars was
a real thriller. TPCL All Stars batted first and scored 102 runs in 15 over limited match.
Ajanthan Vijayakumar scored 30 runs and Rajeev Sivanesan scored 27 undefeated runs.
TPCC was able to achieve the target in the last over. The game wasn’t in any sides favour
till the end. Roshan Nallaratnam scored 34 runs as an opener and was named the MVP.
Similar to the Homerun Derby in baseball TPCL came up with the Most Dangerous
Batsman and bowler competition. Ten batsmen and ten bowlers were selected for the
contest. Batsmen were given the choice to pick a bowler from the draw through lottery
system. Batman’s challenge was to hit as many sixes as they can and bowler’s challenge
was to not give six and take wickets. In the end two Dixie players took home the award.
Niruban Nirthananthan was named the Most Dangerous Batsman as Namasivayam
Selvakumar took the Most Dangers Bowler award.

The last event of the day was the talent showcasing game between TPCL All Stars and
committee selected team. Committee selected squad 78 runs in 10 overs but lost the game
in last over to All Stars as Kamal (Devilz) scored 34 runs. Kamal was named the MVP of
the match.
TPCL T20 FIRST EVER
DRAFT TOURNAMENT
Charlottetown Park, Toronto – Draft tournament has been the best of the TPCL so far.
Apart from all the competitive mindset the players loved the opportunity to play together.
There were 5 managers that owned teams: Jeyanthan (Siruthaigal), Mohan (Destroyers),
Nesan (Rebels), Milroy (Strikers) and Sanjay (Hunters). Each manager drafted twelve
players for their teams with the goal to win. The Hunters went 5 -1 in their games and
their only loss came in the final to the Siruthaigal. Siruthaigal became the champs of the
first draft tournament in TPCL history.
The draft tournament was held with one goal of bringing all the players together. The
players got the opportunity to talk and play with players that they never would have
experienced otherwise. Those who came with negative opinions about other teams and its
players were surprised. They realized how wrong they were and thanked TPCL for
providing such an opportunity.
As the tournament went on players became friendly and supportive of each other. The
togetherness did not end at the grounds. The winning manager Jeyanthan invited
everyone to join for dinner at Chinese restaurant. At the restaurant, the players sat
together in a big group and had dinner as one TPCL team.
Those who participated in the tournament continue to enjoy the good friendship that they
have created through the tournament. The others who missed the opportunity are eagerly
waiting for it next year.
TPCL T20 THE FINAL
and THE CHAMPIONS of 2013
Charlottetown Park, Toronto –The teams that finished number 1 and 2 in the standings
proved that they are the real number 1 and 2 by making into the final. Black Cats and
Eelam Boyz faced against each other in best of 3 final.
Eelam Boys were the favourites coming into the final. They defeated Black Cats three
games in a row and held a 3 -0 record. Eelam Boyz always fights till the end and the fans
love to watch their game. However, in the final Black Cats showed their experience and
team work. Black Cats took two straight games from Eelam Boyz in the final to hoist the
first ever TPCL’s challenge trophy.
Miraj, the captain of Black Cats said that they were nervous coming into the final because
of the way that Eelam Boyz dominated them in the first 3 games. He also stated that he is
extremely happy with the outcome and congratulated Eelam Boyz on the good games.
Jinoshan (Kutty) became the MVP of the playoffs. Though it was a team victory for
Black Cats this individual stood out in every game. He took important wickets and stayed
at the crease during most challenging and pressurized time. His patience and the team
work of Black Cats have made them deserve this cup.
The TPCL committee thanked all the teams and supporters who helped to finish the first
year of the league with a bang. Special thanks to Jeyanthan who cooked for all and made
the whole playoffs enjoyable and memorable.
TPCL is looking forward to have another exiting season in 2014. Well done Black Cats!!

PLAYING CONDITIONS for 2014
(1) LENGTH OF INNINGS AND PRE-MATCH REGULATIONS
(a.) DURATION
The match will consist of one (1) innings per side, and each innings will be limited to
twenty (20) six-ball overs.
(b.) NOMINATION OF PLAYERS
Each Captain shall hand to the umpires their list of 11 nominated players and two
substitute players on the official match sheet 15 minutes prior to the toss taking place. All
13 players must be registered with the Toronto Premier Cricket League as being members
of the club. If a nominated player does not have his/her TPCL registration number
recorded on the match sheet, the player will not be allowed to participate in the match.
(c.) THE TOSS
Eligibility
• A team must have submitted its team list to the umpires prior to the toss. A plea
that the other team has the match sheet will be ineffective.
• A team must have at least seven (7) players dressed in cricket attire in the
presence of the umpire immediately prior to the toss. A plea that seven dressed
players were present at an earlier time but have now departed will be ineffective.
(Cricket attire will comprise colored clothing, the color to be the identical for all
members of the same team, as approved by the TPCL Association Board of
Governors.
Toss awarded/not awarded:
• If one team in ineligible to take part in the toss then the umpires must award the
toss to the other team.
• If neither team is ineligible to take part in the toss then the toss shall nevertheless
be taken. The umpires must file a report advising the TPCL Association of this
fact, who may take further action against both clubs.
Time and place
• The captains shall toss for the choice of innings, on the field of play and in the
presence of one or both of the umpires, 15 minutes before the scheduled time for
the match to start.
• As soon as the toss is completed or the toss is awarded, the captain of the side
winning the toss shall immediately notify the opposing captain and the umpires of
his decision to bat or field. Failure to notify immediately will result in the toss
being awarded to the opposing team even if they are ineligible to participate in the
toss. Once notified, the decision cannot be changed.
• No player can play unless he/she is dressed in the colored clothing approved for
his/her club.

If a team does not turn out for a scheduled match the club will face a fine of a
minimum of $100.00 and may face suspension or expulsion from the league
If a team or both fail to be present at the ground for scheduled match starting time
then minus one win will be awarded to the team(s).
There will be maximum five (5) minutes of inning break can be taken by both
teams.
Substitutes
If a fielder fails to take the field with his side at the start of the match or at any later
time, or leaves the field during a session of play:
• The umpire shall be informed of the reason for fielder’s absence,
• The fielder shall not thereafter come on to the field during a session of play
without the consent of the Umpire
• A player only can participate in the game before end of ninth over.
• Any player who is entering in the middle of the game can be bowl after
completing three overs of playing time.
Umpiring
 If a scheduled umpire is late or not present then the team who is responsible has to
pay $50 before playing the next scheduled game. If the team is not settling this fee
before the next scheduled game start time then the game will be called off as
walk-over.
 For first three week of regular season, first round games will have paid umpires.
These umpires can be from outside of TPCL. Each umpire will be paid $25 for a
game.
 Umpires for the first round must be present at the ground at 8:00am to be
qualified for payment of $25.
 Umpires cannot be switched during the game time, unless a reason is justified by
TPCL committee member.
 During the game time, at any circumstance the players cannot use filthy langue
toward umpires or other players at the ground. Fail to do so may face suspension
or expulsion from the league.
 During the game time, only captain can have any conversations with the umpires
regarding any issues about the play.
Rain Affected Games
• If rain stopped the play before game start, there will be a half hour grace period. If
there is still raining or the condition is not playable then game will be rescheduled.
• If only one inning is completed and rain stops second innings play then there will
be a rematch.
• Two umpires and committee member has to agree for game to be set for another
day. Committee member cannot be part of playing team.
• If one innings is completed and the second team bats 10 overs then the game will
be continuation.
Throw Ball
- If a player throws a ball instead of bowling, then the captain of the batting side
will notify the main umpire about the bowler’s action of bowling. Main umpire
and leg umpire will decide if the bowler is throwing or not.
- If bowler identified as throwing by umpires. Captain of the fielding side will be
notified by the main umpire.
- If same bowler is used by the fielding captain after the verbal warning, the game
will be reviewed by president of TPCL (if further assistance needed, president
will obtain from other sources). If it is confirmed that the bowler’s action as a
throw then the game will be awarded to the opponent team.
- The captain of the batting side must have filed official complaint to the
president of TPCL in writing within a week.
- The bowler will also be suspended for the rest of the season.
- Addition to all these, if a bowler is intentionally throwing the ball then the
President has all the rights to stop the bowler from bowling
Players Stats
- A player must have played 60% of the games to be considered for stats including
the knockout.
- A player must have played 50% of the regular season games to play in the
playoff.
- If a player is switching to another team before the deadline then the stats for that
player will be continued.
- Un-played games will be provided as walk over win.
- If more than 3 walk overs team will not be able to continue for next year
Player Change
- The player change deadline is Wednesday, June 25th 2014.
- The player, who is willing to mover over and Manager (new team), must send
email to [email protected] regarding player change.
Number of Players
- Clubs are allowed to have 16 players registered with the annual fee of $750.
- Additional player up to four are allowed to be registered with the fee of $50 each.
- A club is allowed to register more than 20 players with an additional fee of
$75 for each player.
Year 2015
- Based on 2014 standings, Clubs will be divided into two different divisions.
- Division 1 will be having the first EIGHT clubs from the standing of 2014.
- Division 2 will be having the remaining EIGHT Clubs.
TPCL 2014 LEAGUE FORMAT
 All 16 teams play against each other in the 1st round.
Total of 120 matches in the 1st round.
 In the 2nd round 16 teams will be divided into two groups
based on the 1st round standing.
 Standing 1,4,6,8,10,12,14 & 16 will be called GROUP A.
Standing 2,3,5,7,9,11,13,15 will be Called GROUP B.
 At this point teams will play once with other in the same
group.
 A team will be playing 22 games before the playoff.
 Including both groups matches total of 56 matches played in
the 2nd round.
 All 16 Teams May Need to play at least 3 weeks of Saturday to
cover the 1st round before all-star game.
 Top EIGHT teams will be selected for the playoff.
 League matches will award 3 points to the winning team.
 Knock out matches will award 1 point to the winning team.
