ETISplus inception report
• ETISPLUS aims at “the achievement of an
efficient institutional basis (business model) by
which the database can be updated and
maintained.”
• “The development of the business model … is
very much depending on the willingness to
cooperate of different stakeholders.”
• The “commercial exploitation of project results
beyond the end of the project” will be tested

Alternative 1: Institutionalised Process
• Transfer of ETIS repository to an existing agency
like JRC after project termination
• Defined update and maintenance process
• Agency runs the ETIS service
• Data predominantly comprises harmonised
statistics from official and other sources
• Low costs for the “least common denominator”
• “Modelled” data will initially be included but will
be outdated in the short-term

Alternative 2: Piggyback with models
• ETIS provides tailor-made and comprehensive
data packages for dedicated models like TransTools
• Alternative data will not be provided
• Data generation is refinanced through model
licence fees
• Additional data costs can be in the same amount
as model licence fees or higher depending on the
diversity of input needs

Alternative 3: Self-contained service
• Commercial exploitation (“business plan”)
• Data providers will be paid for contributions
• Revenue maximisation or cost reduction
• Data according to customers’ needs
• “One-stop shop” for model users
• Data gaps filled when economically justifiable
• Sustainability of service has to be proven
