MoU Highlights
Objective:
Establish the agreed framework and modalities of co-operation for the
joint planning, management and execution of the joint programme
Commitment:
Roll out of a joint programme aimed at enforcing animal health policy and
legal framework
Establishment of a Joint Programme Coordination and Management Unit &
a Steering Committee
Effective cooperation and implementation of activities
Exchange of information
-> operationalized in the framework of IDDRSI investment
programs
Expected outcomes
Direct outcomes
Coordinated animal health programs;
Harmonized implementation of legal and policy frameworks;
Enhanced Linkages & Information Sharing: Community-Local
Authorities-National & Regional Governments;
Addressing of practical challenges pastoralists face (e.g. access to
veterinary drugs and services).
-> Improving animal health & building resilience of local communities
Indirect outcomes
Stimulation of trade;
Regulation movement of goods and mobility of people and livestock
across the border;
Facilitation of ecosystem-based planning & Resource use
What next? !!!!
Spreading the success
Serve as a model for other countries in the
IGAD -region
At a later stage expand to the rest of Africa
Operationalization of the MoU
Outlining the Key Priorities to inform Programming & Investments
(Local-National-Cross border & Regional Levels);
Defining structures & implementation arrangements that would
deliver the programme and coordinate accordingly;
Identification of opportunities for linkages with existing and
emerging coordination structures, processes and programmes by
governments, IGAD and development partners.
