Water Use Plan Monitoring:
There are sixteen Monitoring Programs that were
awarded to St’át’imc Eco – Resources (SER) following
the completion of the Bridge System Water Use Plan
in March of 2011.
Year 1 of the program (2012 – 2013) focussed on
contracting, development of project management
capacity, development of a safety program,
engagement of experts, technician training and
initiation of monitoring projects.
The ultimate success of the WUP monitoring projects
from the St’át’imc perspective depends upon whether 2
overarching objectives are achieved:
1. Capacity Building and
2. Employment Generation (short & long-term.)
From BC Hydro's perspective success could be defined
as effective delivery of the Terms Of References and
testing of the monitoring hypotheses as well as
resolution of the management questions.
These topics will be regularly re-visited during future
WUP monitoring project workshops.
As part of the WUP annual activities, 2 workshops, one
in the fall and one in the spring, are held to bring
together SER technical personnel and sub-contractors,
BC Hydro as well as SGS staff.
The purpose of the workshops include:
• communications;
• peer review;
• developing synergies including economies of scale;
• co-ordination; and
• capacity building opportunities.
Activities:
1st year WUP project proposals have been accepted by
BC Hydro for Bridge River Monitoring Projects 2, 5, 11,
12, 15, and 16 funds were released for work to begin.
2nd year WUP project proposals accepted by BC
Hydro For Bridge River Monitoring Projects 1, 3, 4,
7, 8, 9, and 14 funds were released for work to
begin.
BRGMON 6 and 10 will start in 2014.
Training
The St’át’imc technicians were
trained to meet BC Hydro safety
standards.
Training Included:
Swift Water Rescue level 2, WPP,
PCOC, MED A3 in 2013.

St’at’imc Eco – Resources Progression:
• BRGMON 13 and BRGMON 16 were managed by St’át’imc
Environmental technicians. Both projects employed Field Supervisors,
Project Manager, and Sr. Technicians.
• Introduced capacity building throughout the Monitor projects.
• April 2012 SER pre-qualified as a supplier of services to BC Hydro to
monitor the 16 Bridge River Monitor projects.
• Milestone for SER and SGS in 2012 was the preparation of a Safety
Program to guide safety management plans and activities.
IMPLEMENTATION OF SER 2013-2014:
•Renewing SER Board of Directors.
•Continue with implementing the SGS Fisheries
Implementation Plan 2013-2017.
•Meet with Communities to discuss contract work
•SER would like to conduct more safety audits.
We’ve established safety procedures, just need the
time to conduct them.
SER’S GOALS:
• Introduce more capacity building and Job
shadowing within each of the Monitor
projects.
• Implement training needs and requirements.
• To employ St’át’imc technicians into higher
positions within each monitor project.
