Community Solutions
Assessment Process
Process
• In December 2005, The United Way of Butler County,
Butler Collaborative for Families, and Butler Memorial
Hospital along with Tripp Umbach kicked off the Butler
County Community Solutions Assessment process.
• Community Leader Interviews were conducted with 40
active leaders in Butler County to obtain their input on the
community survey, the asset inventory survey, identifying
potential focus groups, and obtaining secondary data.
• The outcome of the interviews along with input and
discussions with other community players produced the
community household survey and the focus group
audiences
Process
• Two focus groups were conducted (to date). The senior
focus group was held on 7/19/06 and the adolescent focus
group was held on 8/2/06. The northern low income
residents focus group will be held in September.
• Asset Inventory surveys were mailed to businesses, faithbased organizations, labor groups, and educational
institutions.
• Secondary data was collected by Tripp Umbach to
provide a profile of Butler County including data from the
BRFSS, CDC, HRSA, etc.
Process
• The community planning retreat allows the Collaborative
to identify specific plans for program implementation in
key areas of priority. These prioritized areas will
ultimately effect Butler County and its citizens.
• Third focus group with low-income working adults to be
conducted in early September 2006.
• A September 2006 final community presentation will be
conducted to encourage participation and community
involvement in the implementation process.

Community Leader’s Interview Summary
• A community that works together to resolve issues and problems. It
encourages cohesion and is actively involved with its citizens to address its
future needs.
• Due to the geographic locations of certain towns in Butler County (pockets
of the county) some social and health services are unobtainable, thus the
perception is that these towns are unhealthy. However, Butler county overall
is perceived to be healthy. Strong services, programs, and positive economic
development boosts the county’s image.
• The future vision of Butler county entails more economic development in
other less populated areas of the county. Maintaining the county’s youth and
professionals by providing additional job opportunities and job security to
those who otherwise would seek it in other locations. A stronger sense of
community.

1. Transportation
• Insufficient services, routes/lines
• Limited county funding
• Poor infrastructure because county is so large & rural in some areas
2. Drugs/Alcohol
• Need more services to address and combat drug/alcohol usage
countywide
• Universal issue that affects everyone of all backgrounds
• Drug/alcohol usage is also linked to crime
3. Health Insurance/Healthcare (Uninsured/Underinsured)
• Need affordable and obtainable healthcare for everyone
• Addressing the lack of accessible healthcare
Household Survey
Overview
• Collaborative survey design process between Community
Solutions Board members and Tripp Umbach
• 6,000 surveys were mailed to residents throughout Butler
County
– In total, 862 surveys were collected through the mail
– 136 surveys were collected through hand distribution
• Data was compared to the 2004 Butler Hospital needs
assessment (where applicable)
• 14% response rate was achieved (via mail surveys)

• 2.9% of respondents reported that in the past 2 years, either they or someone in their household
was pushed, slapped, hit, punched, shaken, kicked, choked etc. (7.5% for Hand Distributed)
 Of those who responded, 47.8% indicated that it was someone they knew (33.3% for
Hand Distributed)
 30.4% indicated that it was a stranger (11.1% for Hand Distributed)
 21.7% reported that it was someone in the household (55.6% for Hand Distributed)
• 2.6% indicated that they or someone in their household was abused by someone else in the home
(4.7% for the 2004 assessment and 8.3% for Hand Distributed)
• 0.4% indicated that in the past 2 years, they or someone in their household was forced to take part
in sexual activities against their will (2.3% for Hand Distribution)
 Of those who responded, 66.6% reported that it was someone they knew (66.7% for
Hand Distribution)
 33.3% indicated that it was someone living in the household (33.3% for Hand
Distribution)
Abuse and Violence
• 6.6% reported in the past year that they have you been afraid for the safety of themselves due to
the anger or threats of someone (13.3% for Hand Distribution)
 Of those who responded, 60.8% reported that it was someone they knew (55.6% for Hand
Distribution)
 31.4% reported that it was a stranger (16.7% for Hand Distribution)
 7.8% reported that it was someone in the household (27.8% for Hand Distribution)
• 9.4% of respondents believe that there are children in their neighborhood who are in unsafe
situations (20.1% for Hand Distribution)
 Of those who responded, 72.4% reported they were concerned due to lack of supervision
(61.5% for Hand Distribution)
 15.8% cited “other” reasons (23.1% for Hand Distribution)
 7.9% reported drug/alcohol use (15.4% for Hand Distribution)

Senior Focus Group
• The focus group was conducted on Wednesday, July 19,
2006 at the Butler Tanglewood Senior Center
• 17 participants ranging in age from 64 to 88
• Group included 5 males and 12 females
• All were Caucasians
• 1 senior was single, 8 were married, 1 was
divorced/separated, and 7 are widowed
• 2 seniors had some high school education, 6 had a high
school diploma/GED, 3 had vocational/trade school
education, 3 had some college education (no degree), 2 had
their college degree, and 1 senior had their graduate degree

1.) Transportation
• Current transportation is inadequate in the area. The
current system needs additional routes/lines, more flexible
hours, and better utilization of the bus itself.
• One common problem with public transportation is the
lack of drop off and pick up points (routes).
• The transportation program needs to be run more
efficiently especially with rising gas prices. Use smaller
buses or use van shuttles. With this notion you can add
additional routes for its citizens.
Senior Focus Group Priority Issues
2.) Access to Healthcare
• Prescription medication is too costly for most seniors to
afford. Especially those on a fixed/limited income.
• Obtaining health services is difficult due to health
insurance restrictions. There needs to be universal
acceptance of healthcare coverage at all medical facilities.
• Medicare is inadequate. There are too many restrictions.
• Dissemination of healthcare information and the rules to
use healthcare coverage is also difficult for many seniors to
understand. The language is complicated and confusing.

3.) Preventive Care
• Preventive care information is lacking in the public.
Ways to address health problems and issues are to promote
healthy living lifestyles.
• Unhealthy living habits leads to poor health.
• Better dissemination and better communication of
information amongst the senior population.

4.) Access to Elected Officials
• The senior population (who tends to be active in the
community) is unaware of what happens due to the poor
dissemination of information that is produced publicly.
• There needs to be a public forum/platform to discuss and
voice concerns and opinions from seniors and others in the
community.
• The need of public voting records on how public officials
vote.
• Overall lack of trust of public officials.
• Better access to public officials.

• Focus group conducted on Wednesday August 2 at the
YMCA
• 6 kids participated ranging in age from 12 to 16 including
1 6th grader, 1 7th grader, 3 8th graders, and 1 Junior
• Group included 5 males and 1 female all white/caucasian
• Kids represented Butler, Mars, and Seneca Valley school
districts

1.) Smoking and Drug Use
• Cigarettes are gateway drug starting in 7th and 8th
grade, progress to marijuana, and then drugs like
heroine and cocaine
•Participants stated that approximately 4 out of every 10
students tries drugs with approx. 50% continuing to use
drugs after trying them
•Hot spots for drugs include the “Island” near the
Lyndora hotel, Father Marinara skate park, and the
“Viadox” (sp?)
• Students do drugs because there is a perception of it
being the “cool” thing to do so you can fit in, in various
social groups

2.) Kids doing illegal things/Crime
• Fights, bullying, stealing, vandalism, destruction of
public property
• Fights/violence seems to be the number one issue.
Participants mentioned the Tanglewood parking lot,
YMCA, and schools as locations where fights occur and
are scheduled
•Mentioned the Easy Stop as a site for theft
• Emily Britton school as a popular location to use paint
or pellet guns to shoot cars
• Theft of street signs and destruction of school
restrooms

3.) Racism
• Large divide between White and African American
kids in schools resulting in violence.
• Participants stated “African American kids are
separating themselves through music, saggy clothes, and
gangs”.
• White kids who are “trying to fit in with African
American kids are acting Black”.
• Racism is occurring in both directions.

4.) Kids aren’t trying hard in school
• It’s not cool to do well and be perceived as a “geek” or
“nerd”.
• Participants stated approximately 6 students out of 10
are legitimately putting forth their best efforts in school.
• Participants feel that most kids do not realize the
benefits of doing well in school and are more interested
in having fun with friends.

• Perception that it’s not cool to be a virgin.
• Participants stated most kids start experimenting
sexually in 7th and 8th grade.
• Participants estimate 7 out of 10 students are
experimenting in sexual activity.
