Lieutenant Raymond E. Foster,
LAPD (ret.), MPA
Professor John Andrews retired as a Lieutenant
form the Los Angeles County Sheriff’s
Department after completing more than 32 ½
years of service. He has a variety of law
enforcement experience to draw upon, from
front line riotous situations and jail disturbances,
to planning the take-over of the Los Angeles
Community College District law enforcement
function. Throughout his career, particularly as a
supervisor and manager, he performed in the
role of instructor/mentor, identifying and
implementing a variety of training programs. He
was a facilitator for the Los Angeles County’s
Leadership Institute and participated in a variety
of management and deployment programs. He
has a Masters Degree in Public Administration
and a Baccalaureate Degree in Journalism. He
received his teaching credentials from the
University of California, Los Angeles.

Currently, John Andrews performs in the role of advisor and adjunct at
the Los Angeles Center instructing in a variety of Criminal Justice,
Public Administration, Management and Humanities courses.
Additionally, he instructed courses in Criminal Justice and Political
Science at other college campuses as well. For the last two years, he
has worked as a part time advisor and instructor for Union Institute
and University. The adjunct and teaching assignments have kept him
up-to-date with current concepts and trends in the educational field.
John's concept on education: "I believe the world is a stage on which
we all must perform our life’s role. To be competitive, all of us must
know how to learn and how to think. Those of us in the field of
education must ensure that we impart this knowledge."

In 1964, ten college presidents formed the
Union for Research and Experimentation in
Higher Education
The goal of the consortium was to provide
college education alternatives for working
adults.
Between 1964 and 1976, the idea of
alternative adult education evolved into
the Union Institute

In the Mid-1970s, the consortium
dissolved in favor the Union Institute.
In 2001, the university changed its name
to Union Institute & University to better
describe its status as a degree granting
postsecondary educational institution.
