39% 40% - 59% 60% - 84% 85% - 100% Distribution of Points 25% 25% 30% 20% Learning Environment Family Engagement Qualifications & Experience Management & Leadership Observations • Two main independent observation tools – Environment Rating Scales (ERS) – Classroom Assessment Scoring System (CLASS) Environment Rating Scales • ERS are a family of tools that evaluate the learning environment of the center, school or home. • Used nationally and internationally as a valid and reliable measure of classroom and program quality. • Used in 23 other statewide QRIS Classroom Assessment Scoring System (CLASS) • Evaluate classroom interactions • Assesses three domains of effective interactions: emotional support, classroom organization, and instructional support • Three versions of the tool: PreK, K-3, Infant-Toddler • The CLASS provide a snapshot of the classroom interactions • Support teachers’ unique professional development needs as well as set programwide goals Quality Improvement • • • • QI Specialist Quality Improvement Plan Funds for resources Accountability and support 2012 Implementation Goals • Goal: to implement QUALITYstarsNY in various regions in NYS • SED funding to engage programs and providers in communities with Persistently Lowest Achieving schools • Private funding to expand implementation • Public funding to support field test sites • Baseline ratings in 2012 and re-rating in 2014 • Successfully engage programs in the Registry New Participating Communities Syracuse Rochester Albany/Schenectady Buffalo Yonkers, Poughkeepsie New York City Long Island Participation Criteria • Licensed, registered or regulated program or provider – Center- and family-based providers licensed/registered with OCFS or NYC DOHMH – Registered/licensed UPK and Head Start classrooms in CBOs and public schools – 4410/preschool special education programs – SED registered nursery schools • Priority in selection will be made to programs: – Operating for at least two years – Serving at least 25% low-income children (preference in selection process) Timeline May - June 2012 July – Sept. 2012 Oct. – Dec. 2012 Jan. – March 2013 • Recruitment • Applications to participate • Standards Orientation with Quality Improvement Specialist • Workforce Registry completion • Standards and documentation • Public School recruitment and engagement • Independent ERS observations • Quality Improvement Plans • CLASS observations • Quality improvements 2013 • Quality improvements including technical assistance, trainings, coursework 2014 • ERS observations • Re-ratings Workforce Registry • Staff professional development record • Training and support will be provided • Needed materials include: – – – – – Copies of official transcripts Employment history Credential certificates Training certificates Teacher certifications • One time submission plus on-going proof of PD The Rating Process – Scenario 1 Site applies to participate Site is selected to participate Site staff completes profile in the Workforce Registry Site submits application for rating and documentation Site gets provisional star rating If provisional rating is star 2 or below ERS is not conducted Site creates a QIP and engages in quality improvement Site is assigned to Star 2 level The Rating Process – Scenario 2 Site applies to participate Site is assigned baseline rating of Star 2 Site creates a QIP and engages in quality improvement Site is selected to participate Site submits application for rating and documentation Site staff completes profile in the Workforce Registry Site gets provisional star rating Sites does not earn sufficient ERS average Provisional rating is star 3 or above independent ERS is conducted The Rating Process – Scenario 3 Site applies to participate Site is assigned baseline rating of Star 3 or higher Site creates a QIP and engages in quality improvement Site is selected to participate Site submits application for rating and documentation Site staff completes profile in the Workforce Registry Site gets provisional star rating Sites earn sufficient ERS average Provisional rating is star 3 or above independent ERS is conducted Participant Expectations • Attend orientation sessions in July • Staff enter qualifications and experience in Workforce Registry and submit appropriate documentation • Complete all required paperwork • Work with Quality Improvement Specialists • Proper use of funds and resources Incentives and Supports • At least $500 to purchase supplies and materials • QUALITY Scholars for professional development including training and coursework • All funds will be awarded in line with the Quality Improvement Plan • Dedicated Quality Improvement Specialist support Application • Online application – Enter program license, registration or permit number – Receive confirmation e-mail – Enter program information such as date opened, contact information, accreditation dates if applicable, enrollment information • Deadline to apply: June 25, 2012 5pm Selection Process • Selections will be made in early July 2012 • All selections will be made by QUALITYstarsNY, not the recruiting agency • Programs and providers will represent a diversity of program types, modalities, sizes and locations Questions?
