FY14 Focus Areas
 Increase performance against agency
HUBZone, SDVO, and WOSB percentage goals
 Increase utilization of multiple award contracts
for contracting with small businesses
 Increase percentage of awards placed with
small businesses under the simplified acquisition
threshold ($25K to $150K)
11
Rule of Parity
 SBA has determined that there is parity among the set aside
authorities for the subcategories in small business
 NASA interprets the SB Act to allow COs to choose equally among
all of the SB set-aside programs, without giving one preference over
the others
 CO should consider other competitive options before proceeding
with an SB set-aside
 Although parity exists among the four SB development programs,
FAR 19.804-4 (f) enables SBA to determine whether existing
requirements should continue under the 8(a) program
12
Set-Aside Options When
Applying the Rule of Parity
 Section 8(a) sole source and competitive setasides
 HUBZone sole source and competitive setasides
 SDVO sole source and competitive set-asides
 WOSB set-asides
13
Multiple Award Contract at MSFC
 Construction blanket purchase agreements less $25K
(21 SBs)
 Construction indefinite delivery indefinite quantity
contracts above $25K (13 SBs)
 Engineered Solutions & Prototypes (2 LB & 1 SB)
 Marshall Integrated Program Support (7 SBs)
