• Endorsed the 2013 Fora
Report.
• Endorsed the
recommendations in the
Survey Report of SCE Fora and
Economies.
• Noted progress to date by SCE
fora in preparing draft

comment on the plans to
assist fora to improve their
focus.
• Endorsed the transformation
of the Counter Terrorism Task
Force transforming into a
working group.
Strengthening capacity building
activities in APEC fora
• Noted the pilot project
monitoring and evaluation
work undertaken by BMC.
• Supports BMC’s efforts to
institutionalize an evaluation
framework for APEC capacity
building projects, especially in
respect of participant
selection and stronger
evaluation.
Identifying and enhancing
cooperation in crosscutting issues
• Considered the progress to
date in establishing the policy
partnerships.
• Took note of progress to date
on the draft workplan for the
APEC Initiative on

Support for the
multilateral trading system
•Noted and support a substantial out
come of the 9th WTO Ministerial
Conference
•Noted economies’ works in Improving
the Information Technology Agreement
(ITA) and welcomed the outcomes of the
Workshop on Advancement of
Information Technology Products held
on 20-21 June in Kuala Lumpur,
Malaysia.
Attaining the Bogor Goals
•Agreed on a timeline for economies
to submit their Individual Action
Plan (IAP) Updates for assessing
their respective progress towards
the Bogor goals in 2014
•Economies updated on progress in
implementing the Regional
Economic Integration (REI) Capacity
Building Needs Initiative (CBNI)
Action Plan Framework.
•Discussed a proposal from the
United States on “Draft APEC Best
Practices to Create Jobs and
Increase Competitiveness” as
alternative measures to the LCRs.
This is work that was commissioned
by AMM in 2012 and has a process
for comment on the document
intersessionally with a view of
taking it forward.
Supply Chain Connectivity/
Green Growth
• Welcomed the PSU’s final report of its project
on global supply chain operation in the APEC
region:
• Discussed progress in NGT&I issues, namely
SME participation in global production chains,
global supply chains, market-driven innovation
policy and transparency in FTA/RTAs.
• Reaffirmed the importance of economies
planning to implement the APEC List of
Environmental Goods by the end-2015
• Noted progress in implementing the APEC
Supply-Chain Connectivity Framework Action
Plan (SCFAP), and possible collaboration with
ABAC by GSI.
Contributions to APEC
growth strategy and crosscutting mandates
•With regard to address the top barriers
to SMEs in trading in the region
identified in 2011 by MRTs and SMEMM,
the CTI received an update from Peru on
its collation of summaries of APEC
economies’ FTAs chapters in English and
in their own language, to enable SMEs to
better understand the advantages of
those agreements. The CTI agreed that
economies that have not submitted
summaries of their FTAs to Peru should
do so by 30 August.
•Welcomed the intention of ABAC-PECC
to convene a similar public-private
dialogue in 2014 and expressed interest
in further engagement with ABAC-PECC
on the development of the themes and
agenda for that dialogue.
•Welcomed the inputs of members
(through the GOS) to the SOM-level
initiative of developing a work plan on
promoting cross-border education
cooperation with view to taking forward
Annex D of the 2012 APEC Leaders’
Statement on Promoting Cross-Border
Education Cooperation.
•Discussed how it might streamline,
consolidate and prioritise its agenda.

Practices (GRP)
APEC Economic Policy
Report (AEPR)
•Reviewed progress
towards achieving
APEC’s 2015 Ease of
Doing Business (EoDB)
objective and noted
the useful capacity
building work being
conducted by the
seven EoDB champion
economies.
• Discussed Good
Regulatory Practices
(GRP), which would
be the focus for AEPR
2014.
• Discussed the draft
report completed by
Chinese Taipei and
Indonesia and agreed
on the timelines to
present a printed
Executive Summary
at the AELM with the
complete report to
be published online;
• Two workshops were
held prior to EC2 on
(1) Simplified
Authentication
Process for the
Production of Public
Documents Abroad
through the Use of
the Hague Apostille
Convention; and (2)
Lessons Learned
from the Financial
Crisis for Corporate
Governance and Law.
