OPERATING SUPPORT
GRANT (GOS) 2014-2015
Mission
The Tucson Pima Arts Council fosters artistic expression, civic
participation and the economic growth of our diverse
community by supporting, promoting, and advocating for arts
and culture.
Goals
• To build the economic value of arts and culture.
• To stimulate vibrancy, quality of life and sense of place.
• To lead cultural planning.
• To strengthen organizational effectiveness and
sustainability.
• To grow public and private financial support.
• To position TPAC as central to the region’s arts and culture.
GOS 2014-2015 Quality of Life Grant
• It is designed to sustain and grow the cultural vitality of
our non-profit arts and cultural sector by supporting
the presentation, aesthetic advancement and
engagement with art and culture in Tucson and Pima
County.
• It offers organizations an opportunity to reflect on how
they serve the public at large and find ways of
strengthening their capacity and economic viability.
• This grant applies to an organization’s operations
through the entire 2014/2015 fiscal year.
• All 2014-2015 GOS awards are $5,000
Eligibility: GOS Grants
– All organizations must operate within the Tucson City Limits or have a
Board which consists of at least 30% Tucson residents. In addition,
• 30% of its Board of Directors must be from Tucson-Pima County.
• 30% of its projects must be produced on an annual basis in TucsonPima County.
• The organization must maintain an office presence with an address
in Tucson-Pima County.
– Organizations’ primary focus is to provide art programs and/or services
that are open and accessible to the public.
– Organizations must provide evidence of current 501c3 non-profit status.
– To be eligible, applicants must have a history of programming within
Tucson-Pima County for three consecutive years that includes the
current year.
– Applicants must have completed no less than two years of the CDP
organizational profile.
– Incomplete applications will not be accepted.
Things to note:
• Funds are not available to support capital
improvements.
• Funding will not be determined based on a percentage
of your organizational budget; budgetary information
will be used to determine the appropriate panel
category for the grant panel review and deliberation
process.
• This is a competitive grant. TPAC will not be making
partial awards.
• It is highly recommended that applicants attend the
scheduled orientations and professional development
opportunities offered as part of the GOS Grant process.
The Panel Process
• A panel consists of a minimum of one TPAC grants committee member, one
TPAC board member and up to five civic community panelists. The TPAC
Grants Manager is the facilitator at the panel meeting and reports on its
proceedings as needed to the TPAC grants committee.
• Each application is scored by individual panelists according to the criteria in
the guidelines.
• The final score is an average of the individual scores. The panel comments
represent a consensus of the panelists’ review and discussion and do not
express the opinion of any individual panelist. There may, in fact, be opposing
views expressed within the comments.
• All Grant Review Panel members must declare any conflict of interest and
will not participate in discussions or scoring of any programs presenting a
conflict.
• The GOS Panels are open to the public. Applicants are welcome and
encouraged to attend the panel deliberations.
Evaluation of GOS Applications
• Grant applications will be evaluated based on
responses to the four questions in the Grant
Narrative, the budget, and the quality and
completeness of the application support
materials.
• A total of 100 points is available for the narrative
questions and the budget.
• The application support materials help to inform
the overall evaluation of the grant and support
the organization’s responses to the narrative
questions, but are not given number scores.
GOS Grant Timeline
• October 8, 2014: 6:00-7:30 and October 24,
2014 5:30 – 7:00 pm Grants Orientation
• November 6, 2014: 2014 GOS Grant Deadline
(postmarked by November 6)
• November 2014: TPAC Staff Review
• January 8-9 and 12-13, 2015: Panel
Deliberations (dates to be confirmed)
• January 30, 2015: Award Notifications to
Grantees
Grant Narrative
• Title each section of your narrative with the item to which you are
responding.
• The narrative responses should not exceed the three pages in total.
Number each page.
• Please use a 12-point font, Times New Roman type or Cambria, and
1-inch margins. You may NOT use double-sided pages.
Questions:
• 1. How does your organization fulfill its mission? Include details
about the organization’s programs. How do your organization’s
goals for the 2014/2015 year support the organization’s mission?

• 2. How does your organization serve the public at large? (20 points)
• 3. How does your organization improve the quality of life in
Tucson, Arizona? (20 points)
• 4. Who is your audience? How does your organization diversify its
audiences? (20 points)
Budget
• All organizations must submit a copy of their AZ CDP budget
report for their last 2 fiscal years. Arizona Cultural Data Project

• Budget Notes: Include budget heading, number and
explanation for line items in your budgets (required for line
items that have a variance of 15%). Please use a separate page
for budget notes. (See the example below.)

Ticket Sales: The reduction in ticket sales is due to limited
resources. We did not produce a ticketed event in the
2013/2014 year.
Supporting Materials
• All supporting materials listed below are required. The application
will be considered incomplete and will not be reviewed if any of
the items below are not submitted.
• A one-page biography or resume of the key person(s) responsible
for the artistic growth and for the management of the organization
that includes their qualifications, background and experience.
• A list of CURRENT board members indicating their ethnicity,
occupation and the number of years each has served on your
board. Please spell out ethnicities (do not abbreviate).
• Evidence of your organization’s 501 c3 status.
• Additional support materials. These may include any of the
following, totaling a maximum of three items: promotional
materials, press, work samples and/or web site links. Samples can
be hard copy, web links, pdf and jpeg format only. Please select
these samples carefully.
Data Collection Forms
The 2014/2015 GOS Grant application has two required
forms that ask for data but are not considered by the
panel:
• Quality of Life Impact Areas sheet: Tell us which area
most closely aligns with your organization’s
mission/goals by ranking them 1, 2 or 3: Civic
Engagement, Empowerment and Community Cultural
Development (definitions in application form pack).
• Demographics data required of TPAC by the
government. Give your best estimates, using numbers,
not percentages.
Grant Writing Tips
• Be specific in your narrative responses and give examples as
“evidence” in support of your statements .
• Use clear, concrete language and avoid very dense sentences
or too much jargon.
• Make sure you address each question in the narrative section
directly and completely.
• Avoid unnecessary information or repetition that can make the
important information harder to find or take up valuable
space.
• Make sure to complete each part of the application and
include all supporting materials in the format required in the
grant guidelines.
• Have an associate or two (or friend, etc.) look over your
application and give you their feedback as a reader.
