Florida’s Water-Wastewater Agency Response
Network, referred to as FlaWARN is the formalized
system of ‘utilities helping utilities’ to address mutual
aid during emergency situations.

• Started with an informal group of utilities in
Northeast Florida
• Two committees formed to address mutual aid
and security information collaboration

• Modeled after California Water/Wastewater Agency
Resource Network
• Statewide interest after 2004 hurricane season

The Water/Wastewater Mutual Aid Program was established to provide a method
whereby water/wastewater utilities sustaining physical damage from natural or

statewide emergency preparedness, disaster
response, and mutual assistance matters for public
and private water and wastewater utilities.

that matches utility resources to a member’s
needs during an emergency
• Commitment from member utilities to respond
to other member’s emergencies
