Florida’s Water/Wastewater Agency Response Network FlaWARN Background Florida’s Water-Wastewater Agency Response Network, referred to as FlaWARN is the formalized system of ‘utilities helping utilities’ to address mutual aid during emergency situations. FlaWARN Background • Started with an informal group of utilities in Northeast Florida • Two committees formed to address mutual aid and security information collaboration FlaWARN Background • Modeled after California Water/Wastewater Agency Resource Network • Statewide interest after 2004 hurricane season Benefits • Resource availability • Process for sharing resources • Consistent with other mutual aid programs Benefits • Resources to recover more quickly • Web based for emergency contacts • New ideas from lessons learned Components of Mutual Aid Agreement • Authorized Representative • Procedures for matching emergency resources to needs • Supervision and control of personnel and equipment Components of Mutual Aid Agreement • Voluntary commitment from member utilities to respond to other member’s emergencies • Reimbursement provisions – FMEA or otherwise agreed upon rates • Liability and workman compensation provisions • Dispute resolution Mutual Aid Agreement ARTICLE I.
