Homeless definition
An individual who lacks a fixed, regular
and adequate nighttime residence; this
includes persons who reside in the
following:
An institution that provides
temporary residence for individuals,
Homeless definition
A supervised
public or privately operated
shelter designed to provide temporary living
accommodations (including welfare hotels,
congregate shelters, and transitional housing
for the mentally ill);
A public
or private place not designed for,
or ordinarily used as, a regular sleeping
accommodation for human beings.

Emergency Shelter
– An immediate response to homelessness.
Transitional Housing
– Housing in which homeless persons live for up to
24 months and receive supportive services that
enable them to live more independently.

disabilities with support services attached
to it.
Permanent Affordable
– Permanent housing that does not exceed
50% of area median income.
