CLIN 1a –PPB-1 st Phase

       

PPB started in June 2005 in the State at the request of GoJ.

PPB Training Manual prepared and in use. PPB Task Forces in two pilot departments established.

PPB training completed for two pilot Departments -Social Welfare and Water Resources. 35 Senior and middle level government officers trained in 2005.

Budget circular to implement PPB in the Pilot Departments issued by Finance Department, Government of Jharkhand.

Mentoring and handholding meetings with Task Force members regularly conducted to develop draft PPB pages 2006-07 for the two Pilot departments. Two pilot departments submitted draft PPB to GoJ

     

Ten new government departments selected for training in PPB methodology in 2006.

One workshop for senior government officials on PPB orientation organized.

First round of PPB training completed for 10 new departments. 108 senior and middle level executives from 10 new pilot departments for PPB trained. Progressive total 143 .

Four FPAC Resource Persons trained in PPB methodology .

Task Forces established in nine out of ten new pilot departments.

CLIN 1a-COMPLETED ACTIVITIES

Mentoring meeting for PPB Task force members of the Building Construction Department held on 21/06/2006 at REFORM/ Ranchi office at 11am. Mr. Bimal Chaudhury, Deputy Secretary, Building Construction Department led the discussion. Dr. V. P. Sharma facilitated the discussion on PPB worksheet as per templates and the PPB manual. Nine out of ten members from the department participated in the mentoring exercise.  In view of inclusion of several new programmes in the year2006-7, the PPB of the Water Resources Department is under revision. Two mentoring meetings between the Task Force members and Dr. V. P. Sharma, Advisor held on 12/6/2006 and 26-27/6/2006 to revise the narrative and budget pages. One more meeting by first week of July is expected to finalise the document for submission to Finance department.

 PPB mentoring meetings held for Commercial Taxes and Road Construction Departments on 28th and 29th June respectively for preparing 2007-08 budgets in PPB format. Dr. V. P. Sharma conducted the mentoring session.

Benefit Incidence of Public Expenditure Scheme: A Case of Sarva Shikhsa Abhiyan by Dr. Ramakant Agrawal, Dr. Hareshwar Dayal and Mr. A. K. Mallick Current Status: Methodology discussed in detail, and plan for data collection prepared. Cost estimates for sanction of advance sent to GOJ for approval

Cost Benefit Analysis of Irrigation Schemes in Jharkhand by Dr. R.K.Mishra and Mr. J. P. Singh Current Status: Work initiated recently

Benefit incidence of Social Welfare Scheme by Dr. R.R. Sinha, Dr. Govind Sharma,and Ms. Kalpana Palit Current Status: Methodology discussed in detail and primary data collection in the field started.

CLIN-2: Debt Management

     Three manuals on Debt Management, Investment and Contingent Liability accepted by GoJ.

Two suitable persons identified by GoJ and interviewed for inducting into DIMC.

GoJ has conveyed its interest in CS-DRMS software to GoI.

State Creditworthiness Toolkit developed by REFORM Team.

State specific training module for DIMC developed.

CLIN-7: Socio-economic Database Development

    

Macro-economic database being developed by NCAER NCAER team’s meetings with senior officials of GoJ facilitated by REFORM team. Departmental Nodal officers appointed.

Concept Paper presented to Secretaries of GoJ on February 03-04, 2006.

Chief Secretary and Development Commissioner met NCAER team to indicate their expectations from the database.

Draft Interim Report of NCAER sent to GoJ for comments.

CLIN- 8: BUILD CAPACITY OF CIVIL SERVANT TRAINING INSTITUTIONS

     

Needs Assessment Report for SKIPA and SIRD submitted.

Training of trainers comprising resource persons and SKIPA and SIRD faculties initiated.

Project Appraisal included in the training calendar of SIRD. Section on fiscal and macroeconomic aspects included in Foundation training programme for Jharkhand Administrative Service.

SKIPA and SIRD have agreed to be the repositories of REFORM training material.

As an institutionalization effort, three workshops on Project Appraisal (PA) out of four planned for State Institute for Rural Development (SIRD) completed. Fourth phase due from July 3-8, 2006.
