2. Investment and inter-enterprise cooperation promotion

Promote investment and transfer of technology to enterprises
operating within key sectors in the ACP States.
This will be achieved through on the one hand a support to
intermediary private sector support organisations and professional
associations, and, on the other hand the development of North-South
and South-South inter-enterprise partnerships.

3. Investment financing and
development of financial markets

EIB's Investment Facility
Support private sector investment projects that are economically,
technically, environmentally and financially viable and have a
development and a poverty-reduction impact in the ACPs.
Provision of medium to long term finance in the ACP countries
through a range of flexible financial instruments such as loans,
equity, quasi-capital or guarantees (denominated in EUR, other
widely-traded currencies or local currencies)
First Financial Protocol: 2003 – 2007: €2 billion
Second Financial Protocol: 2008 – 2013: €1,5 billion
In practice, EIB extends reimbursable capital at a commercial
interest rate. Such interest rate subsidies can be capitalised or
used as grants to support project related technical assistance.

4. Business Development Services
Centre for the Development of Enterprise (CDE)
CDE supports the implementation of PSD strategies in ACP
Objective
countries by providing non-financial services to ACP companies
and businesses and support to joint initiatives set up by economic
operators of the Community and the ACP States.
Co-finances operator’s costs of support and advisory services (i.e.

Demand driven project. The support is predominantly provided
through a pro-active and programmed approach to selected subsectors and groups of SMEs in selected countries and regions;

investment.

To build the capacity of key microfinance actors and enhance equity and
efficiency in ACP microfinance markets to ensure financial inclusion for
microenterprises and low income household.
Within the broader context of capacity building at different levels of the
financial system, the Programme will focus on three main components (i)
Pro-poor access to finance, (ii) Consumer empowerment and capacity
building, (iii) Equitable and efficient local markets.

Trade Related Assistance Programmes (1/3)
Objective ACP countries' integration into the multilateral trading system of the WTO and
support to the enhanced Integrated Framework.
Results
Research, training or TA to ACP States, Regions and NSA in: Effective
participation of in WTO negotiations; Strengthen the capacity to implement WTO
agreements that are already in place; Support to the Enhanced Integrated
Framework (contribution to a multilateral Trust Fund).
