WSDOT Design Build Experience
• Began as ‘One-off’ Mega projects delivery tool
• Selection process has been primarily two
step/short list with stipend
• Best Value determined as proposal price
adjusted by technical score
• WSDOT moving to Strong Owner role, no longer
Engineer of Record
• Adapting our design practices to Contract

Roles and Responsibilities - Design
Design Builder
Prepares and stamps the design – Engineer of Record
Owns risk of design errors – no change order for plan omissions or survey
errors
Maintains files and design documentation
Accepts quantity/cost risk
Performs Construction QC/QA
Owner
Prepares preliminary design approval document used to determine deviations
if Design Builder makes changes
“ACCEPTS” the design – at the end of the project
Verifies that the Design Builder is meeting WSDOT standards with over-theshoulder reviews and audits
Responsible for environmental permitting

• Outreach/contact with industry
– AGC/ACEC/WSDOT Design Build Team
– WAPA
• Outreach/support/education to projects
• Incorporate Design Build in a Design Bid Build agency
– Expanded use of DB on mid-sized projects
• Establishing a consistent selection process for DB
projects
• Standardizing the contract template documents
• Introducing scalability – for use on small projects
• Increased use of DB to meet agency resource limitations
