The Punalur Catholic Diocese HealthCare Trust(PCDHCT)
is a Registered public charitable trust
(REG.No 87/2011/IV)under constitutional/IT-instruments act
12A&80G and all allied tools u/s of the IT act.
Punalur Catholic Diocese (PCD) is aged 26(1986), a descendent of Quilon Diocese (The first ever diocese in Asia).
PCD has an ecclesial population of around 37,000 people and a great general population ranging up to 22,000,00
people, spread over the high lands of the districts- Kollam, Trivandrum, Pathanamthitta and Alappuzha - with a
multi dimensional milieu, social, economic, environmental and cultural diversity. It was the first Bishop of PCD
Late.Rt.Rev.Dr.Mathias Kappil, who founded the Little Flower Mission Hospital (1995) and Rt.Rev.Dr. Joseph Kariyil,
the successor Bishop entrusted the management and running of the said hospital to the Sisters of the Cross of
Chavanod, religious congregation. Rt.Rev. Dr. Selvister Ponnumuthan, the present Bishop of PCD authored the public
charitable trust named Punalur Catholic Diocese Health Care Trust with vast and visionary objectives to meet the
service to the general public and to address the social demands with forecast vision that runs and manages now in
the name and style- Vilakkudy Little Flower Mission Hospital (VLFMH).

Our ChairmanHis Excellency Rt. Rev. Dr. Selvister Ponnumuthan
(the Bishop of Punalur Diocese)
His Excellency who stands "FOR FAITH AND DEVELOPMENT"
is the episcopal head of the diocese and the chairperson of
the Trust. He is a philosopher, a sociologist and a theologian
by nature and nurture. His human consideration is with a
global outlook as every man in the world belongs to divine
providence! His vision is to serve God by serving mankind
and is attuned to too much milk of human kindness. The
spirit and dynamism of his Excellency always propels the
organization with a great leverage upholding Nature,
Environment, Man, and Life, with divine spirit.

(The Full Time Functionary and the Trustee Secretary)
Rev.Dr.Fr. Prakash B. Simson is a priest-good- samaritan, the twin wound epitome one for God and the other for man. Yes, the twin sides of the same coin. He is torn
between the two sides like Moses: one for God and His words, and the other for
the people and their well being. Yes he is a "humanitarian and a priest between
God and man". His power of Philanthropy is always the spurt and the spirit with
great metrics for the organization to go on, and on.

Vilakkudy Little Flower Mission hospital, Punalur is a health care hospital situated in a
rural area, by the sides of National Highway 744 with 7 acres of land in possession of the Bishop of
Punalur- the patron, Chairman and Managing Trustee of the “Punalur Catholic Diocese HealthCare
Trust”.
Vilakkudy Little Flower Mission Hospital is the Brain Child of Late Rt. Rev. Dr. Mathias
Kappil, the first Bishop of Punalur Diocese. The existing building was planned and constructed during
his time and the functioning of the hospital started during the time of his Excellency Bishop Joseph
Kariyil on 03-06-2007.

The primary phase of the Proposed Project is the development of the existing Hospital envisaged in to a Multi
Super Specialty. This phase is proposed to start with Cardiology, along with all the major departments like
Neurology, General Medicine, Ortho General Surgery, Nephrology, Urology, ENT, Ophthalmology, Gynecology,
Dermatology, Physiotherapy, Gastro Entorology, Endocrinology, Pediatrics, Emergency Medicine, Anesthesiology
etc. as they are Conducive to function not only Cardiology in its strength, but are integrated for the Multi Super
Specialty in the real focusing.
Renovation and expansion of the existing hospital building and construction and development of additional
blocks to incorporate all the above proposed departments and units, including fully fledged Clinical Lab, Blood
Bank, Hybrid Operation theatres ICUs etc. are planned herewith.

We have a well knit management and administrative team ,a system with rapport and experts. Our dynamic
system is active to hold, accelerate, update and function uninterrupted. The overall governing rests with the board of Trustees
where his Excellency the Bishop himself is the Chairman and the Managing Trustee. A full time chief functionary is appointed
by the Bishop to be in the overall supervision and to be the authorized signatory, in the capacity as secretary and the Chief
Executive Officer.
There is a Director, appointed by the Bishop and the Chairman in the capacity, responsibility and in the power
of Envisaging, Planning, Organizing and executing the objects, affairs, policy, strategy, planning and staff control reporting
the same to the CEO.
There is the department of Human Resource for recruiting ,empowering, training and for automation . The
Chief Financial Officer(CFO)heads the whole of finance related clients and flow . The technical dimensions and operational
dimensions metrics are supervised, controlled, coordinated and disciplined by the project/system establishment and
operations manager. All the Departments are regulated and disciplined by the Director. The Director Reports to the CEO.
The CEO himself is the Trustee Secretary who links between the Governing Board and the Management Team.

 India faces high burden of disease because of lack of environmental sanitation and safe
drinking water, under- nutrition, poor living conditions, and limited access to preventive and
curative health care services .

increasing burden of disease.
 India also faces the twin epidemic of continuing/emerging infectious diseases as well as
chronic degenerative diseases
 From the survey report of Human Development Index (HDI), India hold 136 th rank.

This is a medical treatment facility specializing in acute care of patients who
present without prior appointment, either by their own means or
by ambulance. The first hours or even part of an hour is very critical in saving
a life and this Time and Care is professionally managed in the theme of
Emergency Medicine.
This departments operate 24 hours a day, although staffing levels may be
varied in an attempt to mirror patient volume.
This will be coordinated, by the activities of various departments
simultaneously and the patient is directed correctly to the required
treatment sector, in short due notice.
The Care and Treatment starts even when they are picked up and on the way
to the Hospital.
The Ambulence,the Medical and Care Team is all attuned for the same: so
percentage of the quality and the quantity of life saving is more enhanced.

 It is a rapidly developing application of clinical medicine where
medical information is transferred through the phone or the
internet and sometimes other networks for the purpose of

 It helps to eliminate distance barriers and can improve access to
medical services that would often not be consistently available in
distant rural communities.

Vilakkudy Little Flower Mission Hospital is the part of a charitable
trust of Punalur Catholic Diocese Health Care Trust.
The motivation behind this proposal is to give more extensive medical
treatments and socio- economic support to the people of the locality and
the public at large, with the motto of– CARE and JOY for ever.
SCHEMES OF CHARITY
1. CONCESSION
Concessions or Charity deductions in full or part there of– in the
expenditure incurred and or charged directly by the hospital-is availed of,
based on the different strata/stages of financial criteria of the beneficiary,
and that will be fixed and sanctioned by the committee designed and
constituted for the same end, by the Trust(PCDHCT), the benefits will be
provided irrespective of any discrimination of Caste, Creed, Religion, Sex and
or locality of residence.

2.FREE TREATMENT
100% free treatment is also proposed in genuine cases the
beneficiaries are identified after proper evaluation of the
situation.
20% of surplus is allocated for charity in the first two years of the
commencement of the project and the third year onwards the
same is raised to 40% of surplus before appropriation.

The following amounts are appropriated and set apart from the cumulative surplus- to form certain forecast planning
fund, for the development and sustenance of the project.
RESEARCH FUND
AGF-1
10 % of the sum of surplus after charity will be set apart for research. A separate research wing shall also form part of the
project in the coming phases.
DEVELOPMENT FUND
AGF-2
10% of the surplus in the first two years and 40% from the third year onwards shall be set apart for development.
Hospital needs developments day by day to catch up with the benefit of technological advancement. New machineries,
new Departments all form part of development and sustenance of the project, which needs sufficient Fund. Hospital
facility turns highly techno- savy today- and project sustenance becomes very much necessary.
SECURITY FUND

10% of surplus in the first two years and 20% from third year onwards will be set apart as security fund, to meet
unforeseen and abrupt happenings and accidents. All these amounts are kept in separate bank accounts for timely use in
future.

WELFARE FUND
10% of surplus will be set apart as welfare fund to meet the welfare
expenses of the employees of the Hospital to up keep a strong professional
care team. Any unexpected or other needs or changes of situation, of the
employees can be met from this fund. Even the retirement sustenance
benefits can be arranged from a fund like this. And employee welfare is a
must to procure expert professionals and to meet quality service to generate
charity. CHARITY is not, as the Chinese saying goes- “giving fish to eat, but
teaching how to catch fish”- professional empowering is thus and must for
charity.

CORPUS FUND
The remaining shall form, each year, to the Corpus Fund to the general
purpose and to meet any unforeseen events happenings, developments etc.
at the discretionary plan and decision of the management.
