Data Analyzed, initial boundary scenarios developed Community and Principal input solicited Boundary Review Committee presents recommended boundaries to the Board Board reviews recommended boundaries and receives additional community input Board adopts new boundaries February 18, 2009 4 Board Goals • All schools single-track as space allows • Desired school sizes (but may vary depending on school capacity): – 750 student Elementary schools – 1,200 student Middle schools – 2,500 student High schools • Clear feeder patterns (minimize split feeders) • Foster neighborhood schools • Equitable programs and facilities to support learning environment and student achievement February 18, 2009 5 Assumptions • Jurupa Hills High School • Opens in 2010 • Initially serves grades 9 and 10 • Adds one grade level each year until serves 9-12 • Elementary School #29 • Opens in 2012 • Serves grades K – 5 February 18, 2009 6 11 · 19 · 08 Evaluation Criteria • Uses natural and geographic boundaries (major streets and highways, industrial centers, mountains, etc.) • Relieves overcrowding at existing schools; balances enrollment to capacity • Minimizes transportation costs • Aligns feeder school boundaries • Promotes neighborhood school concept • Stable for the foreseeable future; accommodates future growth • Allows conversion of all elementary schools to single-track • Student safety • Educational programs • Community input Ground Rules for BRC 1. We will stay focused on our goals and the criteria established for our boundary discussion. 2. We will listen carefully to understand others’ thoughts, ideas, and opinions. 3. We will treat everyone with respect and express our opinions responsibly, honestly, and kindly. 4. We will work together and be willing to give and take, so we can serve the greatest good for the greatest number of students. February 18, 2009 27 Summary of BRC, Community, and Principal Input Received February 18, 2009 28 Feedback and Input • Support for: – Adjusting boundaries to match capacity at all levels – Neighborhood schools that are single track – Aligning feeder patterns – Not requiring 11th and 12th graders to change schools February 18, 2009 29 Feedback and Input • Concerns/Questions: – Transportation costs and busing, especially over the 10 Freeway, with current traffic problems (JHHS, Kaiser, Truman, Cypress) – Kaiser HS northern boundary should end at Metrolink track – Two siblings both attending different schools – Any changes (why my student/my neighborhood?) – Principal questions on some boundaries and concerns if too much of a school’s existing attendance area was to be changed February 18, 2009 30 Issues to be Addressed and Board Direction February 18, 2009 31 Recommended ImplementationHigh School • 3-year process-JHHS – Yr 1—Grades 9 &10 – Yr 2—Grades 9-11 – Yr 3—Grades 9-12 • For other HS • 4-year process-other HS – – – – Yr 1—Grade 9 Yr 2—Grades 9-10 Yr 3—Grades 9-11 Yr 4—Grades 9-12 – Students who had previously attended a particular HS under the old boundaries would continue at their original HS. – New 9th graders in 2010 in the new attendance boundary would attend HS according to the new boundary – One year only sibling option, if requested, for siblings of students completing their last year at the school. Sibling must move to new school the following year February 18, 2009 32 Recommended ImplementationMiddle and Elementary School • Middle recommended implementation – Existing 6th graders (going into 7th) attending a MS have option of staying at current middle or moving to school of new attendance area – Existing 7th graders (going into 8th) stay at previous site for their last year – One year only sibling option, if requested, for siblings of students completing their last year at the school. Sibling must move to new school the following year • Elementary recommended implementation (same as new school openings for Binks and Beech Avenue – If requested, students who will be either 5th or 6th graders (depending on if the school is a K-5 or K-6) can complete their last year at their existing school – One year only sibling option, if requested, for siblings of students completing their last year at the school. Sibling must move to new school the following year • For all schools: Application process for intradistrict transfer based on consideration of hardship circumstances on a limited, case-by-case and space available basis February 18, 2009 33 Future Issues to be Addressed • Develop specific guidelines for transportation to be provided and responsibility for cost of transportation • Develop parent notification plans; begin notification approximately Fall 2009 • Additional issues/concerns?
