Director General
SESRTCIC
Statistical Economic and Social Research and
Training Centre for Islamic Countries
(SESRTCIC)
• A subsidiary organ of the Organization of the Islamic
Conference (OIC)
• The OIC was established in 1969
• It has now 57 member countries
• It is the 2nd largest International Organization after
the UN
• 27 members in Africa, 26 in Asia, 2 in Europe and 2
in south America

Why Statistical Capacity Building?
Economists have come to feel
What can’t be measured, isn’t real.
The truth is always an amount
Count numbers, only numbers count.
(Chambers 1997)

•18 African OIC Members are below
the World average
•18 African Members are below OIC

• National accounts methodology
(SNA93 or SNA68),
•National accounts base year, balance
of payments manual in use (BPM5 or
BPM4),
•External debt reporting (actual,
preliminary or estimate),
•CPI base year,
•Government finance accounting
concept (consolidated or budgetary)

on the data provided by the World Bank.

Outcome of the Survey
• 20 countries out of 57 member countries of OIC responded to the
questionnaire. The response rate: 35 %.
• 8 of the African Members of OIC responded the questionnaire. 40 %
of the total responses.
• The most urgent 7 subjects are determined as follows:
General Statistics
Labor Statistics
Population and Demography
Statistical Data Analysis
Census/Surveys and Sampling Techniques
• Needs and capacities are matched by SESRTCIC.

A Framework for Statistical Capacity
Building
• Training activities will continue. The Centre is
planning to make a new survey after September
2007, with the hope of a participation higher than
35%.
• Centre will try to generate coordination with other
international organizations regarding training
programmes.
• After the finalization of the e-learning programme
being developed by a team led by the World Bank,
new statistical capacity building techniques will be
promoted.
42
A Framework for Statistical Capacity
Building
• Indicators of Millenium Development Goals,
indicators related to environment, indicators
related to science and technology will be added
to the database of SESRTCIC.
• Methods of data collection will be improved
through an ongoing project in cooperation with
the NSO of Turkey. A new web based data
collection system will enable the data transfer of
each OIC member country to SESRTCIC online.
43
• A proper and reliable data provision system will
increase the quality and quantity of researches on
the member countries of OIC.
• The quality and the coverage of the SESRTCIC
statistics database can be improved if coordination
with NSOs of the member countries is enhanced.
• The number of people visiting the website of
SESRTCIC is at a considerable level (~1000 people
per day) so it is very much desirable that data about
member countries should disseminate through this
44
website.
