Historic Vehicle in Germany
Since 1993 in Germany it is possible, to equip a „Historic Vehicle“
with a special license plate (i.e. “B – XY 1000 H”). Precondition is a
minimum age of 30 years and a general good and genuine
condition. This status has to be confirmed with an additional
technical test and to be reconfirmed in connection with the biannual roadworthiness test.
All cars with H-license plate are privileged with a standard vehicle
tax (191 EUR). Additionally these vehicles are allowed to enter the
environment zones.

Historic Vehicles
Setting
 According to „Allensbacher Werbeträger Analyse“ in Germany
are more than 4,3 million people very much interested in
historic vehicles („ganz besonders interessiert an Oldtimern“)
 In Germany owner of classic cars spent more than 1,6 billion
EUR for repair jobs and accessories (VF Verlag/Allensbacher).
 Around 3.000 repair shops in Germany employ 24.000 people
for maintaining and repairing historic vehicles (according to
ZDK)

VISION of VDA
in regard to Historic Vehicles
As an important association for classic cars the VDA
exerts substantial influence in all national and
international committees and decision-making bodies.
The major goal is the promotion of basic conditions
such as rules, laws and agreements to safeguard and
facilitate the operation of all historic vehicles on public
roads at all times.

Mayor Threat
Due to the development of contemporary automotive vehicles in
future Historic Vehicles could be seen as technical dinos.
The technical complexity of new features in vehicles especially in
regard to safety and environment will inhibit any technical
conversions for Historic Vehicles.
It is a common threat in the classic car scene that in future historic
vehicles cannot be operated in public anymore, as they will not be
able to fulfill legal requirements.

Major Objectives
Out of the various developments two priorities can be identified:
 Car Safety Topics
 Environmental Issues
So far the legislative body is not observing historic vehicles, but
affecting this subject unintentionally.

Previous Activities
 Cooperation with selected associations
 Regular information towards major interest groups
 Initiating a circle of German parliamentarian (Parlamentskreis
Automobiles Kulturgut)

Planned Activities
 Establish Politician group for the members of the EP, selected
commissions and European associations
 Common definition of the term „Historic Vehicles“ for all EU
members
 Establish „Historic Vehicles“ as recognized cultural asset
