Where there is evidence of such behaviour, suitable sanctions will be applied. JSCI Project Details What are we looking at? • Job Seeker Classification Instrument (JSCI) Change in Circumstances Reassessments (CiCR) completed by providers When • We expect all JSCIs completed during August/September 2013 to be in scope, although this timeframe is yet to be finalised How are we looking • JSCI CiCRs be assessed primarily against the Documentary Evidence requirements. Other Information you need to know • Any JSCI CiCR assessed as not meeting the relevant Deed and Guidelines requirements will be subject to recovery and, where appropriate, possible sanctions. • The department is monitoring trends at site level – any changes in behaviour will be thoroughly investigated to ensure avoidance behaviour is not occurring. Disability Service Standards • DSS has been primary means to measure quality of DES EPPs EPP Sampling PP6 • April to June 2013 AMs/CMs assess a random sample of 5 approved EPPs per Provider, per DES Program (DMS/ESS) at the ESA level. • educate providers on DEEWR’s expectations prior to formally feeding into the performance assessment process – Quality KPI 3 post 1 July 2013. Employment Pathway Plans - Quality Assessment Criteria There are three criteria that DES EPPs will be assessed against: 1. Evidence that the participant’s individual circumstances, and Activity Test obligations are referred to and outlined, as stipulated in Social Security Law and the EPP Guidelines; 2. Details of defined activities and/or assistance which relate to the participant’s goals set out in the EPP; and 3. Dates and milestones are specified for the future. Providers’ Service Delivery Strategy • • • • Contract Service Guarantee, Code of Practice Disability Employment Services Standards DES–ESS tender submission outlined servicing strategies Criterion 4 - DES Local Delivery Strategies The local strategies at site level that organisations will use to: - provide best possible access to DES services - apply labour market knowledge to obtain quality and sustainable employment outcomes - engage with and support employers - engage and work with community organisations and other groups to support DES participants to achieve employment, education and social outcomes, and - provide pre-employment, training, mentoring, Ongoing Support and other services to assist participants to get ready for, obtain and maintain open employment. Sanctions Framework • Provide guidance for the treatment of both non-financial and financial breaches of the Deeds.
