Introduction
The Government of Rajasthan (GoR), through a gazette
notification unbundled the Rajasthan State Electricity Board
(RSEB) into five independent companies to manage their
operations independently. As a fall out of unbundling,
Rajasthan Rajya Vidyut Utpadan Nigam Limited (RRVUNL)
– a power generation company (GENCO), Rajasthan Rajya
Vidyut Prasaran Nigam Limited (RRVPNL) – a power
transmission company (TRANSCO) and three Regional
power distribution companies (Discoms) viz. Jaipur Vidyut
Vitran Nigam Limited (JVVNL), Ajmer Vidyut Vitran
Nigam Limited (AVVNL), Jodhpur Vidyut Vitran Nigam
Limited (JdVVNL) each managed by Board of Directors
(BoD).
It is power distribution companies who provide electricity to all categories of
users be they be domestic, non domestic, small / medium / large industrial or
agricultural consumers. The supply of electricity to each and every citizen in
the state is one of the most challenging operations as it involves, on one side
forecast the demand of energy accurately and subsequently purchase the same
and on other side distribute quality supply to all the consumers spread all
across on 24x7 basis. Electricity is no more an item of luxury in fact it is a
vehicle of economic development. The power distribution set up has large &
complex distribution network infrastructure which carries the energy from the
power sub stations (33/11 KV) through the HT and LT lines up to the
consumer’s premises and in order to operationalize this discom has huge
human capital that work round the clock. Due to various reasons the technical
and commercial losses that occur in the supply of electricity effects the
financial health of the discom severely.
In order to play a catalytic role in the development of the state in
responsible manner the power distribution companies of Rajasthan have
decided to streamline its business processes and to concentrate on areas that
contribute the technical and commercial losses with the use of ICT. The
Discoms are envisaging having Optical Fiber cable for high speed data and
voice communication for effective monitoring of data generated at various
points and video conferencing with its officers on regular basis.
Prelude
The distribution companies (Discoms)
have their presence through the electrical
lines in every nook and corner of the state.
The most significant part of the presence
is that it is completely uninterrupted,
almost zero chances of
future
encroachment, and is undisputed.
As many utilities / PSUs in the country
have laid their own optical fiber cables for
data and voice communication, the
Discoms are also interested in data and
voice communication through OFC.
However, the Discoms looks forward to
lease out the ROW instead of laying down
the cables on their own.
Requirement details
Jaipur Vidyut Vitran Nigam Limited, on
behalf of all the three Discoms invites EoI
from interested companies who wish to lay
the Optical Fiber Cables across Rajasthan
on lease basis for their commercial usage.
The Discoms would lease their ROW to the
selected company to lay OFC and in return
expect the following:
• 2 cores of OFC for self use for data,
voice, and video communication
• One time premium
•Monthly rent
