The following NIMS implementation activities are required for schools and HEIs receiving Federal preparedness funds:

• Adopt NIMS at the school and campus community level. • Institutionalize the Incident Command System (ICS) for managing all emergency incidents and pre planned school and campus events. • Coordinate and support the development and use of integrated Multi-agency Coordination Systems (MACS). • Establish the Public Information System (PIS) within the ICS framework. • Establish NIMS strategy and timeline for full implementation. • Develop and implement a system to coordinate and leverage Federal preparedness funding to implement NIMS. • Update emergency management plans to incorporate NIMS and reflect National Response Framework. • Participate in and promote mutual aid agreements. • Key school and campus personnel complete NIMS training. • Incorporate NIMS and ICS into all emergency management training and exercises. • Participate in an all-hazard exercise program based on NIMS that involves first responders from multiple disciplines and jurisdictions. • Incorporate corrective actions into preparedness and response plans and procedures. • Maintain an inventory of organizational response assets-equipment, resources, and supplies. • To the extent permissible by law, ensure that relevant national standards and guidance to achieve equipment, communication, and data interoperability are incorporated into acquisition programs. • Apply standardized and consistent terminology for school and campus incidents, including the establishment of plain English communication standards across the public safety sector. • http://rems.ed.gov/index.cfm?event=NIMS

Who Must Take ICS Training?

Q. Who has to take NIMS and ICS training?

A. All Federal, State, Tribal, and Local entities, Private Sector and Nongovernmental personnel with a direct role in emergency management and response must be NIMS and ICS trained. This includes all emergency services related disciplines such as EMS, hospitals, public health, fire service, law enforcement, public works/utilities, skilled support personnel, and other emergency management response, support and volunteer personnel, as follows:

HE ICS Questions to DHS

Question: Under the Local Government NIMS training, we are trying to determine the level of training required for our senior higher education administrators and leaders. We understand for a College or University police department that IS 100, IS 700 is a base line, with supervisors required to take IS 200, and senior police managers ICS 300 and those who would potentially work in MACS taking ICS 400 and IS 800. Are we correct for the police departments?

Answer: Briefly, everyone involved in the emergency management effort at a college of university should take the ICS-100 and the IS 700 Course. We also recommend that most people take the IS-800 Course. The decision as to who takes the ICS-200/300/400 courses is left to the discretion of the specific agency and is based upon the individuals responsibilities when instituting the agency/institutions emergency plan and procedures. Some of your second level and mid level management personnel may have duties assigned to them which would necessitate and in-depth understanding of the Incident Command System. I would recommend you contact the NIMS representative at the state level and seek his or her guidance in this area.

COMMAND AND GENERAL STAFF

All Federal/State/Local/Tribal/Private Sector & Nongovernmental personnel should take ICS-400, including: Persons who will serve as command or general staff in an ICS organization, select department heads with multi-agency coordination system responsibilities, area commanders, emergency managers, and multi agency coordination system/emergency operations center managers.* Approved ICS-400 level training may be developed and conducted by Federal, State, Local and Tribal agencies as well as private training vendors. However, it must include the content and objectives stated in the NIMS National Standard Curriculum Training Development Guidance dated March, 2007. Training developed and conducted by State and Tribal entities as well as private training vendors at the ICS-

400 level must include at a minimum, the following topical areas (Specific objectives for ICS-300 training are listed in the National Standard Curriculum Training Development Guidance, March 2007):

• Command and General Staff • Deputies and assistants • Unified command • Organizational relationships between Area Command, Unified Command, Multi Entity Coordination Systems, and Emergency Operations centers (EOCs)

ICS-300 and 400 course materials are State-administered programs and are coded as G300-Intermediate ICS – Expanding Incidents and G400-Advanced ICS, Command and General Staff – Complex Incidents. For additional information on these courses, please contact your state emergency management agency. * All Federal, State and local emergency personnel need to decide who within their organizations should take this training.

5 Year Plan – Compliance and Training

• A critical driver for stakeholder training plans should be NIMS compliance requirements for training. NIMS compliance requirements are specific activities designed to measure an organization or jurisdiction’s degree of implementation of NIMS.11 Training is one such compliance activity. These training requirements fall into two categories: awareness-level training required of many stakeholder personnel; and training related specifically to personnel qualification. In the first case, compliance requirements encompass a broad requirement for awareness-level training for many emergency management/response personnel. In the second case, training will only be required of those personnel seeking credentials issued under the guidance of the National Emergency Responder Credentialing System.
