“Scotland Performs is a bold new approach that
creates a new standard of accountability to the people
of Scotland. By establishing this new system of
transparent reporting on its actions, the Government
of Scotland has established an open framework for
local authorities and other partners, citizens and its
own officials to examine and debate the outcomes
from its policy and resource decisions made for the
betterment of the people of Scotland.” Bill Leighty,
Former Chief of Staff, State of Virginia, USA
