Chapter III – Grants Administration
 Revised all reporting requirements; added additional
information on Financial Status and Milestone Progress
Reports
– Section 5309 recipients, regardless of population area, are to
report quarterly when grant includes facilities
 Expanded use of budget revisions; clarified those that
require FTA approval BEFORE costs are incurred
 Revised language to indicate budget revisions do not go
to DOL for certification
 Clarified concept of “scope” for the purposes of grant
amendments

Real Property section revised to reflect a higher
appraisal threshold for review and appraisal
Expanded language to include methods for
determining useful life
Identified minimum useful life of ferries, trolleys
and facilities (to be included in grant
applications)

disposition when fair market value is greater
than $5,000 and budget revisions affecting
vehicles
