Chapter III – Grants Administration
Revised all reporting requirements; added additional

Reports
– Section 5309 recipients, regardless of population area, are to
report quarterly when grant includes facilities
Expanded use of budget revisions; clarified those that
require FTA approval BEFORE costs are incurred
Revised language to indicate budget revisions do not go
to DOL for certification
Clarified concept of “scope” for the purposes of grant
amendments

Real Property section revised to reflect a higher
appraisal threshold for review and appraisal

determining useful life

and facilities (to be included in grant

than $5,000 and budget revisions affecting
vehicles
