Freight Transport Policy and
Measures

The elaboration and implementation of freight transport policy is
in charge of the Ministry of Transport, Construction and Tourism
and of the Ministry of Administration and Interior.
The main objectives are included in the Plan of Actions of
the Annual or Multiannual Govern Program.
For road transport policy the legal framework include:
- The Government Decree no. 3/4.01.2001 regarding the
organization and the functions of Ministry of Transport,
Construction and Tourism;
- The Government Ordinance no 44/1997 regarding the
road transport;
- The Government Ordinance no. 78/2000 regarding the
homologation of road vehicles;
- The Government Ordinance no 15/2002 regarding the set
up of tariffs for using Romanian’s national road system;
- The Government Ordinance no. 43/28.08.1997 regarding
the roads status, approved by the Law no. 82/22.04.1998,
republished and adjusted by the G.O. 79/2001;
- The Minister of Transport’s Order no. 211/11.02.2003
regarding the technical conditions for road vehicles to be admitted
to circulate on public roads;
- The Minister of Transport’s Order no. 827/2003 regarding
taxes for issuing the approval or special authorisation for
overweighed and oversized transports, including the route;
- The Minister of Transport’s Order no. 43/27.01.1998
regarding the approval of the Norms concerning the national roads
categories;
- The Minister of Transport’s Order no. 44/27.01.1998
regarding the approval of the Norms concerning environment
protection following to the impact of the roads on the environment;
- The Minister of Transport’s Order no. 45/27.01.1998
regarding the approval of the technical Norms for the roads design,
construction and upgrading;
- The Minister of Transport’s Order no. 46/27.01.1998 1998
regarding the approval of the technical Norms for the
establishment of the road technical class;
- The Minister of Transport’s Order no. 41/2002 regarding
the approval of the lists including the public roads with restrictions
for the maximum legal load for freight vehicles;
. The main objectives of the freight transport policy:
- Integration in European Transport System;
- Legislative harmonisation in the field of transport;
- Harmonisation of fiscal policies in the transport sector with
the EU policies;
- Modernisation and development of transport infrastructure;
- To promote the competition in a view to increase the
efficiency and quality of transport services.
- To increase the efficiency of air and rail transport;
- Modernisation of transport means and improvement of
safety;
- Development of intermodal facilities;
- Improvement of the quality of the environment.

Monitoring of heavy good vehicle traffic on public road network.
The main objectives of the heavy traffic monitoring and
control are:
- finding the heavy traffic distribution on the road network and
keeping track of its development in the years to come;
- assessing the heavy traffic aggressiveness towards the road by
identifying the real axle load distribution for heavy vehicles;
- identifying overloaded vehicles, which total weight or axle
loads violate road regulations and imposing penalties which can
lead up denying them traffic access;
- redirecting heavy and very heavy traffic to certain routes.
These routes have been chosen based on vehicle tonnage and the
current limitations on the national road network.
To realize the objectives the monitoring system
uses:
- Traffic volume and structure survey;
- Vehicle weight monitoring and control;
- Vehicle size control;
- Enforcement and Penalties system.
The extensions of different monitoring systems are:
- General traffic census (2005):
- 3271 counting stations;
- 9 categories of vehicles.
- Automatic traffic counts stations with traffic recorders: 377;
- Origin - Destination Survey on 492 road sections;
- Border crossing control:
- 25 border crossing;
- 408602 vehicles weighing in 2004.
- Roadside static weighing:
- 6532 vehicles weighing in 2004;
- 568 vehicles overloads.
- Weigh in motion system:
- 54 stations on national road network;
- 13391810 heavy vehicles weighing in 2004;
- 746317 overload vehicles.
