Project Background
The project of connectivity to JNPT has been executed under Port Connectivity
programme approved by the Cabinet.
The Cabinet in its meeting on 05.04.2000 approved implementation of 1000 km under
Port Connectivity to 12 major Ports of the country on BOT basis. The Cess receipt was
not to be expended on these Projects and therefore this was to be executed on NHAI /
SPV basis.
Mumbai Jawaharlal Nehru Port is one of the 12 major Port for which Port Connectivity
Project was to be implemented on the SPV basis.
Accordingly, Mumbai JNPT Port Road Company Limited (MJPRCL) SPV was formed
on 26.12.2000 comprising 3 stakeholders (i) NHAI, (ii) Jawaharlal Nehru Port Trust
(JNPT) and (iii) City and Industrial Development Corporation of Maharashtra Limited
(CIDCO) having equity share of 66.45%, 27.39% and 6.16% respectively. This SPV took
up the construction of connectivity to JNPT Port in 2003. The Project was implemented in
Packages-I including 4 lane of NH-4B in 26.43 km, a small portion of NH-4 in 3.5 km, 10
km of SH-54 and 6 km of Amra Marg, it also included construction of six lane Panvel
Creek Bridge Project. The work of Package-I was completed in August, 2005 and the
work of Package-II was completed in December, 2008. The Toll Collection is in operation
at three Toll Plaza locations two on NH-4B and one on SH-54. The receipts from revenue
are credited to the SPV.

Project Necessity
•The capacity of four lane as per level of service B is 40,000 PCUs and for level of service C is 60,000
PCUs. The existing road sections are 4-lane configuration having capacity of about 40,000-46,000 PCUs. In
addition to the above, substantial increase in traffic is expected due to capacity augmentation of JNPT from
4.3 million TEUs/annum (Twenty Seat Equivalent) to 10.9 million TEUs/annum due to implementation of
their 4th terminal in 2016 and upcoming Navi Mumbai International Airport having planned capacity of 62
million passengers per year in 2015. Additionally, due to improved connectivity of project roads and
development of Sion-Panvel highway to 14 lanes, additional traffic is expected to get diverted to the project
roads. The present traffic volume is in the range of 83,000-1,18,000 PCUs as such 6 laning of 20.95 km
and 8 laning of 22.962 is proposed.
•Mumbai Jawaharlal Nehru Port Road Company Ltd (MJPRCL) proposed widening of NH-4B, SH 54 &
Amra Marg from 4-lane to 6/8-lane configuration to tackle increased traffic to /from JNPT.
• The project stretches are located on the boundaries of proposed Navi Mumbai International Airport and
would increase in the traffic demand.
• The primary aim of the project is to develop a facility for efficient and uninterrupted flow of vehicular
traffic.

Improvement Proposal
At present NH-4B is intersecting NH-348 (Previous SH-54) at km 5.000 of NH-4B. Now it is
proposed to provide a grade separated structure in the form of interchange.
The improvement proposed includes.
NH-4B (from Km. 3.600 to Km. 6.073)
NH-348 (from Km. 5.300 to Km. 7.422)
(i) NH-348 is proposed to be raised and NH-4B will be at grade.
(ii) On NH-4B there are two existing ROBs, one of the ROBs on NH-4B towards Panvel side
at Km 5.541 is proposed to be retained and by the side of this, one 4 lane new ROB is to
be constructed.
(iii)On NH-4B towards JNPT side the existing ROB is proposed to be abandoned and
dismantled on account of Dedicated Freight Corridor proposed on the existing railway
line where vertical clearance requirement is more (8m) than the present vertical clearance
(5.5m). Therefore, at this location 8 lane new ROB is proposed.
(iv)The approach roads on NH-4B are proposed as8-lane and on NH-348 are 6-lane. The
approach roads are proposed as flexible pavement. It is reported that the approach roads
are on high embankment and likely to experience settlement and therefore concrete
pavement should be avoided.

Widening Scheme of Road, Pavement and Structure
• Presently the project road is having 4-lane divided carriageway
configuration. In general, Pavement type for both carriageway (2 lanes) is
bituminous. Existing carriageway with bituminous pavement is proposed to
be widened with bituminous pavement.

Project Cost Justification
1. Basis of cost estimation : Unit rates have been arrived based on standard data
book by MORTH and basic rates are of Maharashtra PWD schedule of rates and
market rates wherever schedules rates are not available.
2. Ground Improvement
is necessary in some stretches on NH 4B and NH348
(Previous SH 54) Road.
3. Total area of structure portion is 91,785 sqm.
The cost of structure is Rs 441.62 crore. (83% of Total Civil Cost)
The cost per sqm works out as Rs. 48,645 and it is reasonable.
4. The area of road portion is 1,53,912 sqm.
The cost of road portion is Rs 89.49 crore.
The cost of road per square metre is Rs.5,814, and it is reasonable.

grant of environment and CRZ clearance.
Clearance from Honourable High court
for affected Mangroves
As per Hon’ High court, Mumbai direction in December
2013, FCA is applicable for Mangroves area irrespective of
ownership, which is awaited from the State Govt. The impact
of the mangrove clearance is on NH-4-B from km 5 to 6.070.
Shifting of Utilities
Water pipeline and electrical lines are required to be shifted
the estimates from the department is awaited.

Widening Scheme of Road, Pavement and Structure
•
Presently all sections of the Project road is having 4-lane divided carriageway configuration.
In general, Pavement type for one carriageway (2 lanes) is bituminous whereas the other
carriageway is concrete. The existing NH-4B having flexible pavement on RHS and rigid
pavement (from 11.200 km. to 21.200 km.) on the LHS. Existing carriageway with
bituminous pavement is proposed to be widened with rigid pavement. It is proposed to
provide PQC directly over the flexible pavement with an interface of 50 mm DBM as per IRC:
SP: 76-2008. Existing carriageway with concrete pavement is proposed to be widened with
concrete pavement.
•
NH-4B is proposed to be 6-lane from 6.073 km. to 14.740 km. and from 14.740 km. to
21.200 km. to be 8-lane.
•
The approach roads to the structures in NH-4B and NH-348 (Previous SH-54) are proposed
as 8-lane and in NH-348 (Previous Amra Marg) are 8-lane, the approach roads are proposed
of flexible pavement.
– Service roads pavement will be of bituminous type designed for 20 msa.
– Service road have been proposed for the complete length of all road sections

The cost of structure is Rs 224.96 crore. (38% of Total Civil Cost)
The cost per sqm works out as Rs. 42,238 and it is reasonable.
5. The area of road portion is 7,41,528 sqm.
The cost of road portion is Rs 373.21 crore.
The cost of road per square metre is Rs.5,033, and it is reasonable.

•
The existing NH-348 (Previous SH-54) is 4-lane divided carriageway having flexible
pavement on both sides and NH-348 (Previous Amra Marg) is 4-lane divided carriageway

1. Basis of cost estimation : Unit rates have been arrived based on standard data
book by MORTH and basic rates are of Maharashtra PWD schedule of rates and
market rates wherever schedules rates are not available.
2. Due to heavy Container Traffic Service road is designed for 20msa.
3. All the structures have been proposed to be widened to 8-lane configuration.
4. Total area of structure portion is 44,775.40 sqm.
The cost of structure is Rs 231.45 crore. (45% of Total Civil Cost)
The cost per sqm works out as Rs. 51,692 and it is reasonable.
5. The area of road portion is 4,98,214.80 sqm.
The cost of road portion is Rs 278.62 crore.
The cost of road per square metre is Rs.5,592, and it is reasonable.

Widening Scheme of Road, Pavement and Structure
•
The existing NH-4B (D – E Section) is 4-lane divided carriageway having flexible pavement
on RHS and rigid pavement (from 21.200 km. to 21.600 km., from 22.600 km. to 26.400
km., from 26.600 km. to 27.270 km.) on the LHS. The existing NH-4B (D – G Section) is 4lane divided carriageway having flexible pavement on LHS and rigid pavement (from 1.370
km. to 4.492) on the RHS. The Existing carriageway with bituminous pavement is
