Purpose of Guide
 General Observations
 Policy alone is not enough
 The Deskbook defines the MRL Process, but falls
short on "how to implement within the acquisition
and S&T process"
 An Implementation Guide is needed
 Aimed at providing the Government User a better
understanding on why and how to implement the MRL
process
 Provides Industry with a more consistent Gov’t
approach in implementing MRLs
Format
 Each Chapter Targets a specific S&T and Acquisition
Phase
 S&T, MSA, TD, EMD, LRIP, FRP and O&S
 Allows User to focus on his specific needs
 Content in each Chapter





Policy Requirements, if applicable, that relate to MRL Outputs
Purpose of MRLs
Use of MRLs
