Purpose of Guide
General Observations
Policy alone is not enough
The Deskbook defines the MRL Process, but falls
short on "how to implement within the acquisition
and S&T process"
An Implementation Guide is needed
Aimed at providing the Government User a better
understanding on why and how to implement the MRL
process
Provides Industry with a more consistent Gov’t
approach in implementing MRLs
Format
Each Chapter Targets a specific S&T and Acquisition
Phase
S&T, MSA, TD, EMD, LRIP, FRP and O&S
Allows User to focus on his specific needs
Content in each Chapter
Policy Requirements, if applicable, that relate to MRL Outputs
Purpose of MRLs
Use of MRLs
Key Activities and Documents that should address MRLs
