THAT THEY LIVE THERE OR ARE THEY VICTIMS?
THE EMERGENCE OF KATCHI ABADIS IN SINDH,
ESPECIALLY IN KARACHI CAN BROADLY BE LINED AS
UNDER
MIGRATION IN 1947 AFTER INDEPENDENCE WHEN OVER
600,000 REFUGEES ARRIVED FROM INDIA
CONTINUOUS INFLOW OF MIGRANTS OF RURAL POOR FROM
ALL OVER PAKISTAN TO THE CITIES IN SEARCH OF
EMPLOYMENT WHEN LARGE SCALE INDUSTRIALIZATION
STARTED IN MID-1950’s IN KARACHI
NO MAJOR INVESTMENT WAS MADE IN AGRICULTURE
DURING THIS PERIOD. THIS POLICY CONTRIBUTED TO THE
RURAL-TO-URBAN MIGRATION IN 1960’s AND IN THE
SUCCEEDING YEARS
MIGRATION IN 1971 AFTER SEPARATION OF BANGLADESH, A
LARGE NO. OF PEOPLES MIGRATED TO URBAN SINDH FROM
FORMER EAST PAKISTAN
THE THIRD MAJOR INFLUX TOOK PLACE IN EARLY 1980’s,
THE ARRIVAL OF ILLEGAL IMMIGRANTS FROM AFGHANISTAN
NO SOCIAL POLICY ON AN APPROPRIATE SCALE EXISTS TO

IN 19070’s & 4.96% IN 1980’s AND NOW OFFICIALLY IS 3.52%
THE PROVINCE OF SINDH, POPULATED BY 43% OF
PAKISTAN’S URBAN POPULATION, TAKES AN IMPORTANT
PLACE IN THIS RESPECT. IN 1981, SINDH HAD SIX CITIES WITH
A POPULATION OVER 100,000. THE 1998 CENSUS REVEALS
THAT KARACHI HAS 9.8 MILLION INHABITANTS, HYDERABAD
CLOSE TO 900,000 AND SUKKUR 236,000.
THE RURAL POOR COME TO THE CITIES IN
SEARCH OF JOBS. THESE MIGRANTS ARE TOO
POOR TO BUY OR RENT A HOUSE OR BUY A PIECE
OF LAND, OR OBTAIN LOANS FROM OFFICIAL
AGENCIES. MOST OF THEM ARE FORCED TO FIND
SHELTER IN SUB STANDARD AREAS. THEY ONLY
FIND SHELTER THROUGH INFORMAL AND MOSTLY
ILLEGAL MEANS. THEY OCCUPIED WHATEVER
OPEN SPACES OF STATE/PRIVATE LAND WERE
AVAILABLE. THE ACTIVITY WAS SPONTANEOUS
AND NO BROKERS OR LAND GRABBERS WERE
INVOLVED IN THE PROCESS. THE SETTLEMENT
GREW HAPHAZARDLY, THERE WAS NO PLANNING
FOR ROADS OR PROVISION OF SERVICES.
AROUND 1970’s AND ESPECIALLY AFTER THE FALL
OF DHAKA, A NEW PHENOMENON STARTED
SENSING A BIG DEMAND FOR NEW HOUSING, A
NEW
CLASS
OF
PEOPLE
KNOWN
AS
PROFESSIONAL LAND GRABBERS, BROKERS OR
DALLALS EMERGED. THEY OCCUPIED VAST
TRACTS OF VACANT STATE LAND AT THE
PERIPHERY OF THE CITY AND PARCELLED IT OUT
INTO SMALLER PLOTS FOR THE POOR AND THE
LOW-INCOME PEOPLE. THE NEEDY PAID THEM THE
MONEY AND GOT INSTANT POSSESSION WITHOUT
ANY PAPER WORK AND TITLE DOCUMENT.
SERVICES CAME SLOWLY AND GRADUALLY. THIS
WAS THE BEGINNING OF ESTABLISHMENT OF BIG
KATCHI ABADIS LIKE BALDIA, ORANGI ETC.
THE INFORMAL SECTOR RATHER THE LAND
GRABBER FILLED THE GAP OF LAND SUPPLY TO
THE LOW-INCOME PEOPLE BY GETTING THE
ADVANTAGE OF WEAKNESS IN SUPPLY OF
HOUSES BY THE FORMAL/PUBLIC SECTOR
