Projections) – large Southern geography, 500,000 people, 124
HSPs
Qualitative
• Engage – 100 providers – scenario planning about ReCAP
• Citizen’s Panel – 5000 random sample of SE invited to spend
3 Saturdays -> random draw -> 36
• 36 diverse members of public from across SE
• Context, last IHSP priorities, new Provincial priorities, newly
generated priorities
• Large public meeting – Dr. Brian Goldman
• Open House meetings in each of our 15 sub- LHIN areas

The Fallacy of Town Hall Meetings

“Town Hall Meetings” (THM) have often been the fall
back approach for community engagement
THMs usually evoke strong emotions which tend to
stifle contrary views
Often a vote is held, which can only be interpreted to
represent the position of those in attendance
If is difficult to infer any comments from THMs to the
general public
Lack any form of rigor
Requires strong/expert facilitation with a clear agenda

Community Engagement is about listening.
It about being confident enough to hear input
that could change your ideas, thoughts & plans.
It is about meaningful discussion.
It is about ensuring that others perceive they are
being heard, and that they are heard.
It can provide new insight.
It can provide advice which influences decisions.
It does not replace the decision maker’s role to
make the decision.
