What is HRBA?
HRBA answers 4 critical questions:
Who has been left out?, and Why?
What are they entitled to?
 Who has to do something about it?
 What do they need, to take action?
Country Analysis
GATHERING INFORMATION
About development problems from existing sources,
esp. national treaty reports and observations and
recommendations from treaty bodies
ASSESSMENT
Shortlist major development problems
for deeper analysis
ANALYSIS
Of root causes &
their linkages

Detailed Steps
1. CAUSAL ANALYSIS

Legal, Institutional, and policy frameworks

3. CAPACITY GAP
ANALYSIS
Why a causal analysis?

Core Problem Area
Gender Discrimination

Causality Analysis
• Needs disaggregated data to identify disparities,
negative trends which are often masked by
aggregate data
• Includes understanding of the context and its
effect on people’s lives, review of policies and
laws to assess consistency with global human
rights standards
• Needs a participatory process
Causal analysis: “why?”
Problem = Rights not fulfilled
Immediate causes
“Direct Reasons for the Problem”
Underlying causes
“Services, Access, Practices”
Basic /structural causes
“Society, Policies, Resources”

Group Instructions:
Causal analysis/problem tree
1. One problem for each group
2. Discuss and refine the problem statement
3. Brainstorm different levels of causes on big
post-its (do not worry about the levels at this
point)
4. Develop a tree by identifying the levels
5. Identify human rights that are being violated or
at risk of violation and write down a list on a
flipchart
