CAUSAL ANALYSIS Getting to root causes Legal, Institutional, and policy frameworks 2. ROLE/PATTERN ANALYSIS 3. CAPACITY GAP ANALYSIS Why a causal analysis? If a problem is caused by three 66 conditions Why a causal analysis? IfAll a problem three conditions is caused must by three be 67 conditions addressed CAUSES of a PROBLEM The problem Immediate Causes Underlying causes Root Causes Problem Tree Manifestations Malnutrition & death Immediate causes Inadequate dietary intake Disease Underlying causes Insufficient food security Inadequate Maternal & Child Care Insufficient health services & unhealthy environment Resource Control + Organizational structures Root causes Political, Ideological, Economic structures Problem 1: HIV/AIDS Problem 2: Girl’s Education Immediate Causes Underlying Causes Root Causes Core Problem Area Gender Discrimination 81 Causality Analysis • Needs disaggregated data to identify disparities, negative trends which are often masked by aggregate data • Includes understanding of the context and its effect on people’s lives, review of policies and laws to assess consistency with global human rights standards • Needs a participatory process Causal analysis: “why?” Problem = Rights not fulfilled Immediate causes “Direct Reasons for the Problem” Underlying causes “Services, Access, Practices” Basic /structural causes “Society, Policies, Resources” 74 Group Instructions: Causal analysis/problem tree 1. One problem for each group 2. Discuss and refine the problem statement 3. Brainstorm different levels of causes on big post-its (do not worry about the levels at this point) 4. Develop a tree by identifying the levels 5. Identify human rights that are being violated or at risk of violation and write down a list on a flipchart
